The Centre has notified the National Charter for Children, 2003. The charter, that lays down policy objectives of the Government to improve the condition of children in the country, was approved by the Cabinet in mid-2003.

A Ministry of HRD spokesman said on Monday that in the charter, the Government pledges to address the problems of infanticide and foeticide, especially of the female child.

The Union Government proposes to bring all children of below-poverty line families under the health care scheme in due course.

There are other targets as well, like removing the fundamental causes which result in abandoned children and children living on streets.

Even recreational facilies for all children in the country has been promised by the charter.

The charter pledges: ‘‘The state shall move towards a total ban on child labour.’’ And in a chapter entitled ‘‘Protection of the Girl Child’’, it says: ‘‘The State and community shall ensure than crimes and atrocities committed against the girl child, including child marriage, discriminatory practices, forcing girls into prostitution and trafficking are eradicated.’’ The charter was drafted by the Women and Child Development Department of the Human Resources Development Ministry.
