The Ministry of Programme Implementation has suggested that a Group of Ministers be formed to decide the future of TPP-1986. If the GoM favours discontinuing the decades-old programme, it would have to provide a recipe for monitoring the 119 schemes being run under the TPP umbrella.

But if it finds merit in the programme, the ministry has suggested that TPP-1986 be rechristened to TPP-2006, with a pruned list of 67 schemes for uplifting the downtrodden.

The GoM would have to take a call in two months and submit its report for the Cabinet which would then have three more months to approve the GoM8217;s proposal.

The ministry8217;s proposal comes in the backdrop of changed circumstances like the advent of globalisation, economic liberalisation and a change of focus in the Tenth Five Year Plan with more emphasis on agriculture, education, mother and child development, health and regional development. The repackaging, suggested by a Committee of Secretaries, is also to take care of the goals and objectives of the UPA government as outlined in the National Common Minimum Programme.

While continuing with the present three-tier set up of monitoring, the ministry has recommended that Management Information System be introduced for monthly and annual reporting. It also supports bi-annual evaluation of the schemes through hired voluntary agencies of repute, consultants and institutions.
