The text of the UF Cabinet recommendation for dissolution of Parliament to President K R Narayanan goes thus: The Council of Ministers met today (Wednesday, December 3) and recalled that in the meeting held on 28.11.97, it had approved the draft of the communication addressed to the President, containing the resignation of the Council of Ministers and briefly explaining the reasons thereof. The Council had decided not to recommend dissolution of the eleventh Lok Sabha on account of its anxiety that the country may be compelled to go to polls for the second time in two years, as also for the reason that the President may like to explore the possibility of formation of an alternative stable government.The inability of Congress (I) and BJP and other formations to form an alternative government is leading to continuing uncertainty, which can endanger norms and standards of conduct of political parties and politicians. Continuing uncertainty is likely to take a heavy toll of the polity and the economy. In the prevailing circumstances and in the national interest, the Council of Ministers decided to recommend to the President that he may dissolve the eleventh Lok Sabha, so that a fresh mandate could be obtained from the people.
