NEW DELHI, DECEMBER 23: A bill to prohibit the organisation, conduct and promotion of lotteries by Central and state governments was introduced in the Rajya sabha on Thursday by Home Minister L K Advani.

The Lotteries (Prohibition) Bill, 1999 also seeks to repeal the Lotteries (Regulation) Bill, 1998 as the need was felt in Parliament and by all the state Chief Ministers to bring a comprehensive Bill to completely ban the lottery trade, according to the statement of objects and reasons.

The statement said, the continued prevalence of popularly known single digit and instant lotteries and the temptation offered by them had proved to be the undoing of many families. In spite of the guidelines issued by the supreme court, the evil could not be totally eliminated.

and it was felt that a Central legislation to regulate the conduct of lotteries was necessary to protect the interests of the gullible poor. This led to the enactment of the Lotteries (Regulation) Bill by Parliament.
