MUMBAI, August 13: The Nirmal Nagar Police have opposed the anticipatory bail applications filed by the engineer and architect of Govinda Towers at Bandra, which had collapsed earlier in August.

In a reply filed before Principal Sessions Judge A S Aguiar, the police submitted that the engineer R N Raikar and architect Arun Ogale were responsible for the collapse, even though they had tried to shift the blame onto the building residents in their applications.

The reply further states that their applications made it clear that the part commencement certificate was issued in June, 1975 for construction up to 50 feet in height ie. ground plus four floors. Yet, three floors were added to the building without taking proper care of the foundation, added the reply. The police also stated that the material available with them points at a conspiracy between the applicants, the builder Jairam Shah and possibly some Brihanmumbai Municipal Corporation officials. The manner in which the building collapsed indicatesthat the material used in construction, namely cement, concrete and iron, could be of substandard quality.
