Arms licence of Sukhbir’s wife foxes Gurgaon admn

The Gurgaon administration found itself on a sticky wicket following the arms renewal application submitted by Harsimrat Badal, wife of MP Sukhbir Singh Badal.

Harsimrat was granted the arms licence on May 28, 2002, on a hotel address, owned by the Badal family in Udyog Vihar, Gurgaon. The licence was renewed in 2005 on the same address. According to the India Arms Act, the applicant must be a resident of the area from where he or she wants an arms licence.

Harsimrat had mentioned her address as 443, Phase V, Udyog Vihar, Gurgaon, in her original application and two renewals. A five-star hotel (Trident) stands today on that address.

It is believed that Harsimrat was granted the licence in May 2002 due to the pressure from high-ups as at that time Haryana was ruled by Badals’ close friend, Om Prakash Chautala.

During this period, Anurag Rastogi was the Gurgaon Deputy Commissioner (DC), Kuldip Singh Siag the Senior Superintendent of Police and RS Kharb the Sub-Divisional Magistrate. These three officers are primarily responsible for the lapse. In 2005, when her licence was renewed, Bhupinder Singh Hooda was Haryana’s CM. At that time, Sudhir Rajpal was the DC, Yoginder Nehra the SSP and incumbent Jai Singh Sangwan the SDM.

Harsimrat was granted permission to have three types of weapons– revolver, pistol and rifle. She has an all-India permit to carry her weapons. As per her licence, she had bought a rifle from her husband Sukhbir Singh Badal.

For the renewal, Harsimrat had attached papers of land allotment issued by the Haryana State Industries and Infrastructure Development Corporation (HSIIDC) for industrial plot number 443, UV, Phase V, Gurgaon. The land had been allotted to M/s Orbit Resorts Pvt Limited, which has three directors, Harsimrat, Sukhbir Badal and Sukhbir’s mother Surinder Kaur. While applying for renewal on September 26, 2008, in an application addressed to SDM Jai Singh Sangwan, Harsimrat had stated her address as the area where Hotel Trident stands. The Badals had tied up with the Trident Group to run the hotel.

However, the Lok Sabha Secretariat record mentions two addresses of Sukhbir Singh Badal (MP). His permanent address: house number 256, Sector 9-C, Chandigarh, and his present address is 12, Safdarjung Road, Delhi.

SDM Sangwan said as per the laid procedure, the application was forwarded to the Police Department for verification. Sub-Inspector Dayaram has categorically stated in his verification report that the said property was owned by Harsimrat, Sukhbir Singh Badal and Surinder Kaur. “Harsimrat visits the place (Trident hotel) regularly (aati jatti rahti hai) to look after her property,” said the SI report.

Confirming the report, Station House Officer (SHO) of Udyog Vihar Police Station said in his statement that Harsimrat visits this place (kabhi kabhi aati jatti hai) and forwarded it to the Assistant Commissioner of Police (ACP).

Gurgaon Commissioner Rajiv Sharma said licence could be renewed on the basis of the fact that Harsimrat had a family property at Udyog Vihar, Gurgaon. Haryana DGP Ranjiv Dalal and Home Secretary Feroza Mehrotra were not available for comments.
