VADODARA, July 29: Reiterating its demand for appointing GAS ex-cadre officers in the posts of collectors and district development officers, the GAS Ex-Cadre Officers Association has strongly opposed the IAS Association’s representation that only IAS officers be appointed for the posts in the districts.
In a letter to Chief Minister Keshubhai Patel, Association president H S Patel pointed out that it was not obligatory for the Gujarat Government to appoint IAS cadre officers as collectors and district development officers (DDOs) in the newly created districts of the State.
Patel, also Deputy Municipal Commissioner (Administration), observed that through a notification in 1993, the Government of India had encadred only 19 posts of district collectors and DDOs.
Contending the IAS Association’s representation as “strategic and sensitive”, Patel has mentioned that GAS ex-cadre officers are matured, experienced officers having exposures in fields like revenue, panchayat, rural development and natural calamities.
Appreciating the State Government’s step of appointing GAS ex-cadre officers as collectors and DDOs in the newly created districts, Patel mentioned that it was logical and reasonable on the Government’s part to make these appointments as in states like Uttar Pradesh, Bihar, Orissa and West Bengal posts for state civil officers are earmarked for the collector and chief executives.
Patel has requested that the Association members be heard before the government takes any “adverse” decisions about the appointments of GAS ex-cadre officers.
He further stated that the IPS officers might have viewed with displeasure the appointment of GAS ex-cadre officers, as collectors and DDOs for Gujarat Police Service officers, though they are not elevated to the IPS cadre work as deputy superintendent of police or deputy commissioner of police.
