Andhra Pradesh has toped the rating with a score of 71.5 for taking various initiatives to reform the state electricity board (SEB) and improve the operations based on incentives offered by Centre and other funding agencies.

AP is followed by Karnataka (68), Haryana (64), Rajasthan (64), Maharashtra (60), Delhi (52.5) and Gujarat (51.4) in terms of rating by two premier credit rating agencies—Crisil and Icra—which were manadated by the ministry of power to study the state power sector for extending various incentives under the accelerated power development and reforms programme (APDRP) scheme. The worst performance has been in the case of Arunachal Pradesh with a score of 11, Bihar (11.2) and Mizoram (11.7) showing that these states have failed to take any initiative with regard to reform the SEB to turn it around in a fixed time period. The rating has been based on the information made available to the agencies by 26 states till August 2002.
