CHANDIGARH, Oct 8: Breaking its silence in the matter of postings and transfers in the Union Territory, the Chandigarh Administration has today made its intention clear of retaining UT Home Secretary Anuradha Gupta even after her deputation tenure ends on October 25.

In a two-page communication sent today in response to media reports about postings and transfers of UT officers appearing over the last few days, the Chandigarh Administration has denied any "interference" by the UT Administrator in the matters of UT, since all decisions pertaining to postings and transfers of Class I officers had to be made with the approval of the Administrator. All files had to be routed to him through the Adviser.

The Administration has stated in the communication that correspondence is taking place regarding the matter concerning extension of deputation to HS between the Haryana Government, Central Government and the Chandigarh Administration and the Administration would abide by the decision of the Central Government in this regard, which is being awaited. The Centre had been approached by the Administration for grant of extension to the HS after her deputation period ends, in view of certain factors.

The Administration’s point of view, however, goes contrary to the Haryana Government’s stand, which is wanting its officer on deputation (the HS) back on the expiry of her deputation with UT on October 25. The Haryana Government has already stated that UT was free to select an officer from amongst the two panels of junior and senior officers sent by it earlier for the post, to replace the present HS.

The Administration is wanting the retention of the HS for three reasons: her desirability of continuity in view of the change of Finance Secretary in UT and in view of the pending vigilance enquiries involving senior personnel which were incomplete and were being looked after by the HS as Chief Vigilance Officer.

Besides, in view of the Central Government having decided to upgrade the post of IGP, it was considered that the post of HS be upgraded in the super-time scale, which the present HS had. This issue was under consideration of the Central Government, a decision on which is being awaited now, the Administration stated.

Meanwhile, the Administration has clarified further that all postings and transfers in UT have been done in oder and at no stage has the Administration exceeded its powers in assigning work to new officials joining the UT on deputation.
