The Chandigarh Administration has amended the ‘allotment of land to various bodies or associations, trust or organisations of religious, charitable, cultural, social nature and governments or semi-government organisation and its autonomous bodies, on leasehold basis in Chandigarh, Scheme 2005’.
Under the new amendments, ‘institutional purposes’ will include any activity related to the field of art, culture, health, environment, sports, music and political among others. A ‘political party’ means any national political party, declared as such, by the Election Commission and will be eligible for allotment if it has at least one member of Parliament elected from the Chandigarh in the last 20 years, as on the date of application. The political party should also be duly registered and recognised as a national party by the Election Commission.
Under the new rules, land for residential purposes to the Central Government and the governments of Punjab, Haryana and Himachal Pradesh, including its autonomous bodies or semi-government organisations, boards and corporations owned and promoted by the respective governments, will be allotted at a price which is 48 per cent of the average auction price fetched in the last three years, held for the like category of land in the locality. Land for institutional purpose to the Central Government and the Governments of Punjab and Haryana will be allotted at a price which is 15 per cent of the average auction price fetched in last three auctions.
Also, land for institutional purposes to PSUs, boards and corporations of the central government and the governments of Punjab, Haryana will be allotted at a price 25 per cent of the average auction price fetched in the last three auctions of commercial properties.
Land for commercial purposes to wholly owned PSUs, boards and corporations of the central government and the government of Punjab and Haryana including CITCO will be allotted at a price 50 per cent of the average auction price fetched in the last three auctions. If the average auction rates of the same locality are not available, then the average auction price of like category of the last three auctions will be applicable.
Moreover, land for institutional purposes to political parties will be allotted at a price fetched in the auctions held in the last three years of residential properties.
