Twenty-one North Koreans arrived in South Korea on Monday after two days at sea in a boat, marking the first direct maritime defection from the North in five years, officials said. The incident could cause diplomatic tension just days after the Koreas held their highest-level talks.
The North, which has recently launched tentative economic changes, is also talking to Japan and awaiting probable dialogue with the US.
Maritime police said the North Koreans were found on a boat that had sailed out of communist North Korea’s West-coast border zone and into international seas before heading into the South’s waters. They asked officials to be taken to the South.
‘‘They arrived at Inchon Port early today,’’ a maritime policeman said. ‘‘The North Koreans were taken to Seoul from the National Intelligence Service after they posed for photographs,’’ he said. (Reuters)
