Creating a database of anti-social elements, better policing to control extremism, better coordination between Deputy Commissioners and Superintendents of Police, analysis of crimes to understand the “main reasons” behind them to deal them in a ‘just manner’, and installation of CCTV cameras near women’s colleges and girls schools for their safety: these are some of the important directions given by the Jharkhand Chief Minister Hemant Soren during a review meeting on law and order situation in the State.

Soren was speaking at a  meeting with top police officers and IAS officers in the state on Thursday. He added that Jharkhand was known to be one of the most militancy-affected states in the country, which has changed now. “Insurgency has almost been wiped out in the state. It is the result of our better policing,” he said.  The CM also called for steps to end illegal mining in the state.

On creating a database of anti-social elements, Soren said: “All necessary steps needed to be taken to maintain law and order in the state. In this connection, a database of anti-social elements should also be prepared, so that if there is a situation of tension in any part of the state due to any reason, then prompt action can be taken against anti-social elements to control it.”

Soren said that in the past one year till April 30, 2023, a total of 20446 cases have been registered and he ordered the officers to analyse the cases in detail to ‘reveal’ the main reason behind the crime. “Instructions were given to make Assistant Research Officer along with Research Officer for investigation of crimes. With this, the research of the cases can be expedited,” the press release issued by the CM secretariat stated.

Soren also directed to make an action plan to reduce pending cases and added that ‘very low rate of conviction’ in various cases registered in Jharkhand is a matter of concern. “…Improve the quality of research in various cases so that the rate of conviction could increase. Districts like Dhanbad, Pakur, Sahibganj, Deoghar have low conviction rates.”

The Chief Minister said that his government is very serious about illegal mining. “All necessary steps should be taken especially to stop illegal mining and transporting of coal, sand, iron ore and stone… make the District Task Force more effective in this direction. On this occasion,” the CM told the officers.
