Both Houses adjourned for the third time: The fourth day of the session will kick off at 11 am today. Parliament proceedings have been stalled since the beginning of the Winter Session amid protests by Opposition parties over the Adani issue and violence in Manipur and Sambhal. On Thursday, both Houses were adjourned for the day soon after reconvening at 12 noon.

While adjournment motion notices by Opposition MPs on various subjects were rejected by Speaker Om Birla in the Lok Sabha, Rajya Sabha chairman Jagdeep Dhankhar rejected all 16 notices from various Opposition parties under Rule 267.  In the meanwhile, a motion to extend the duration of the JPC examining the Waqf (Amendment) Bill up to the last day of Budget Session 2025 was adopted by the House.

Priyanka Gandhi takes oath: On the third day, Congress General Secretary Priyanka Gandhi Vadra took oath as a MP from Wayanad. She contested in the Lok Sabha bypolls after her brother Rahul Gandhi had vacated the seat. This was followed by the party’s Ravindra Vasantrao Chavan taking oath as MP from Nanded.

Gender budget allocation sees 128% rise over five years: WCD Minister Savitri Thakur informed Rajya Sabha

India's gender budget has witnessed a substantial 128 per cent increase over the past five years, rising from Rs 1.43 lakh crore in FY 2020-21 to Rs 3.27 lakh crore in FY 2024-25, according to official data.

Women and Child Development Minister of State Savitri Thakur informed the Rajya Sabha in a written response that a significant allocation has been reported in the Gender Budget Statement for FY 2024-25 by 43 ministries, departments and Union Territories (UTs), reflecting a 37.3 per cent increase over the previous fiscal year's allocation. Parliament Winter Session Day 3 Live: Jagdambika Pal clarifies Waqf JPC extension

Answering Sansad TV's questions on the Waqf JPC extension, BJP MP from Domariaganj, Jagdambika Pal, said that the demand for an extension is evidence enough that the government wants to deliberate on the matter and build consensus with as many stakeholders as possible, before coming to a decision.

He noted that the JPC held 29 meetings with 147 delegations in Delhi alone.

He is the chairman of the Joint Parliamentary Committee on Waqf (Amendment) Bill.

The subordinate and district courts face shortage of over 5,000 judges, while the 25 high courts have collective vacancies of over 360, the Rajya Sabha was informed.

Law Minister Arjun Ram Meghwal noted that following the retirement of Justice D Y Chandrachud as the CJI and Justice Hima Kohli, the Supreme court has two vacancies.

The minister also said that amid divergence of view among states and HCs, there is no forward movement in the creation of an all-India judicial service (AIJS).

Over 24 lakh candidates have been provisionally shortlisted during job fairs organised during the last five years, Union Minister of State for Personnel Jitendra Singh said in a written reply to the Rajya Sabha.

In the five-year period, 26,83,161 jobseekers and 83,913 employers participated in the job fairs and 24,37,188 candidates have been provisionally shortlisted, he said.

Job fairs are organised as part of the National Career Service (NCS) project under the administrative control of the Ministry of Labour & Employment, he wrote.

TMC to raise 'people's issues' in winter session, Adani case not on agenda

The Trinamool Congress will focus on "people's issues" in the ongoing winter session of Parliament and it does not want the proceedings to be disrupted over "one issue", deputy leader of the party in Lok Sabha Kakoli Ghosh Dastidar said Wednesday.

While the Congress is vociferously raising the issue of industrialist Gautam Adani being charged in an alleged bribery and fraud case in the US, the Trinamool Congress said it will be focusing on issues like deprivation of central funds to West Bengal and the situation in Manipur.

"TMC will sharply focus on 'people's issues' to raise in Parliament," Dastidar said.

The remarks come as the Adani issue was raised in both Houses for the second day, and both Houses were adjourned without transacting much business.

"TMC wants Parliament to run. We don't want one issue to disrupt Parliament. We must hold this government accountable for its multiple failures," Dastidar told reporters.

The Congress on Wednesday alleged that both Houses of Parliament got adjourned because of the government's "stubborn unwillingness" to agree to an immediate discussion on the latest revelations regarding the Adani Group.

Congress general secretary in-charge communications Jairam Ramesh said the Opposition continues to demand a joint parliamentary committee investigation into the entire "Modani scam".

Lok Sabha and Rajya Sabha proceedings were adjourned for the day amid opposition protests on various issues, including bribery charges related to the Adani Group.

"Today also both Houses of Parliament got adjourned because of the Govt's stubborn unwillingness to agree to an immediate discussion on the latest revelations regarding the Adani Group," Ramesh said in a post on X.

"The Opposition continues to demand a JPC investigation into the entire Modani scam - which has global ramifications and has been born out of the cozy relationship between the PM and Mr. Gautam Adani," he said.

Here's what Rajya Sabha Chairman Jagdeep Dhankar said while rejecting 18 notices submitted by Opposition MPs.

“The Upper House needs to reflect and follow well-established traditions that ruling of the Chair requires reference and not cause differences. I have, in detail, given reasons why, in these situations, notices are not being accepted,” Dhankhar said while rejecting the notices under Rule 267 of the House.

“As I have reiterated on several occasions, I thought it wise to bestow focused attention given the situation that we are entering the last quarter of the century of adoption of the Constitution of India. We had a great occasion to celebrate it yesterday. And, therefore, I emphasise that this House, the House of elders, the Upper House, the Council of States needs to reflect and follow the well-established traditions that a ruling of the chair requires deference and not the cause of differences,” said Dhankhar.

“I have in detail given out why in these situations the notices are not being accepted. As a matter of fact, I took the house in confidence in making the House aware that if you look at the journey of this house with reference to Rule 267 even for the last 30 years where we have had various political dispensations in authority, in governance the number was never beyond single digit. And the background every time reflected a consensual approach, a dialogue between the parties,” he added.

“…Keeping everything in mind while not being able to lend my concurrence to these notices, I would appeal to the members of this House, this being a historic day of the very first day of the fourth quarter of the century of adoption of the Indian Constitution, let us raise the productivity bar, let us generate an atmosphere that we exemplify by discussion, dialogue, deliberations, and adherence to rules. Honourable Members, there will be an occasion to raise these issues in accordance with the rules. Since there is a provision in the rules to raise these issues in one form or the other by motions that are provided, these notices are being declined,” he said.
