Parliament Session Highlights, August 1: As the Parliament convenes for the tenth day of the Monsoon Session, Union Minister Nityanand Rai introduced The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which is meant to replace the contentious Ordinance on the control of services in the national capital. Union Home Minister Amit Shah said the Constitution allows Parliament to make laws for Delhi, adding that remarks made against it are political with no basis. Shah's statement comes after the AAP termed the Bill the most "undemocratic" piece of paper ever tabled in Parliament and asserted that it will replace democracy with "babucracy". This comes amid the the Rajya Sabha witnessing repeated adjournments on account of the Opposition staunchly objecting to a short duration discussion on Manipur violence issue. The Parliament has not been able to function since the start of the Session on July 20, with the Opposition also demanding a statement by Prime Minister Modi in the House on the crisis, and a no-trust motion pending before the Lok Sabha. The focus is now on the Speaker who will allot a date and time for discussion and vote on the motion.
