MHA to states: Hold awareness events on penal laws on July 1

With only a few days left for the three new criminal laws — Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Act — to come into force on July 1, Union Home Secretary Ajay Bhalla has directed all the States/ UTs to organise an event informing about the key features of the law across all the police stations on the same date, The Indian Express has learnt. So far, over 5.65 lakh police, prison, forensics, judicial and prosecution officials have been trained to implement the new laws.

Earlier, Bhalla had held back to back meetings Tuesday and Wednesday with all the Chief Secretaries of UTs and the DGPs of states to review the progress for implementation of the laws. “During the meeting, he is learnt to have asked all the DGs to organise an event in every police station inviting at least 100 people and informing them about the key features of the new laws,” an official familiar with the matter said.

On June 22, Bhalla had written to all the states/UTs, requesting that a state-level event may be organised on July 1 by the State/UT Forensic Sciences Directorate.

The MHA is also expected to issue a gazette notification soon after deciding on the delegation of powers under relevant sections of the new laws for better discharge of duties and functions, a source said.

On Wednesday, Bhalla took note of the presentations of all the UTs where the participants shared the number of training events conducted, details of the ongoing training and their targets. “For capacity building, the Bureau of Police Research and Development (BPR&D) has developed training modules and shared them with all stakeholders. BPR&D also conducted 250 training courses/ webinars/ seminars in which 40,317 officers/personnel have been trained,” the sources said.

The ministries of women and child development, rural development and the Panchayati Raj have undertaken dissemination of the laws through webinars in which nearly 40 lakh grassroots level functionaries participated, Bhalla was informed, a source said.
