Lokesh Sharma, 33, who was arrested for allegedly procuring confidential documents from the ministries of petroleum, coal and power, worked as a peon at RIL office in Gopal Das Building at Delhi’s Connaught Place for two years between 2005 and 2007.
Sharma who had started off as a newspaper vendor was, before his arrest, working as an executive with Infraline, an energy consultancy firm based in Noida, and used to allegedly fetch secret documents for them using his network at the ministries. Police suspect that he was procuring documents from other ministries as well.
Sources said among the 13 documents that were recovered from him after his arrest include presentation of audit findings of the power ministry, documents of the coal block auctions and exploration sites, details of the energy forum meetings and their future investments, cabinet notes and documents on coal production, including project reports.

According to the sources, Sharma used to frequent the petroleum ministry to meet his father, who worked as a driver in the ministry, and it was then that he made a few contacts in RIL and simultaneously built his network among the MTS staffers at other ministries. From 2007 to 2012, Sharma worked as a peon at another private firm. He, however, started building his network with agents of several corporates.
Sharma was reportedly exposed to the ‘business’ of liaisoning by his contacts who used to come to the ministry to fetch the documents. Finding the business lucrative, he left the job at the company and started supplying secret documents to several corporates and consultancies including the ones headed by Pryas Jain (Metis India) and Santanu Saikia (Indian Petro).
