Orissa: Friend among 2 held for raping minor

Two youths, including a newspaper hawker, were arrested on Thursday for allegedly raping a 15-year-old girl in Bhubaneswar a day earlier.

DCP, Bhubaneswar, Satyabrata Bhoi said the girl, a friend of one of the accused, was called to an isolated area in Badagada area of the city on Wednesday. The accused, who was engaged to another girl, sexually assaulted her. In the meantime, the second youth reached the place and again assaulted the girl.

The girl lodged a complaint at Badagada police station late in the night. The FIR was transferred to Mahila police station on Thursday. The girl was sent for a medical examination.

Meanwhile, the Odisha High Court lambasted the state government over deteriorating law and order and asked it to form a high-level committee headed by chief secretary to periodically review the situation.

A bench of Justices B P Ray and Biswanath Rath directed that the chief secretary-headed committee will have the DGP, city police commissioner, all DCPs of urban police department and district SPs as members. The HC directive came on a PIL filed by social activist Chittaranjan Mohanty who detailed crimes including the daring robbery in the house of a retired judge of the high court, Jusitce PK Mohanty last week.
