NCB ex-director gets 13 years in prison for pilfering heroin

Former Narcotics Control Bureau Director Dr Saji Mohan,a senior IPS officer,and his accomplice Balwinder Kumar have been sentenced to 13 years of rigorous imprisonment for pilfering 60 kg of heroin from 13 unclaimed seizures. Mohan has also been fined for Rs 3 lakh.

Stating that “drug trafficking,trading and abuse not only eats the into the vital of society,it also affects the economic growth of a nation and contributes to delinquency”,the Additional Sessions Judge Shalini Singh Nagpal Monday pronounced the quantum of sentence.

Mohan and three other were held guilty by the court on Friday. Along with him,one of the superintendents of NCB,Balwinder Kumar has also been sentenced to 13 years for RI and fine of Rs 3 lakh. Constable Naveen Chand,Mohan’s Personal Security Officer,has been sentenced to six months of RI with fine of Rs 10,000 and Naseeb Chand,the drug peddler who helped Mohan to sell the contraband was sentenced to 10 years of RI with a fine of Rs 3 lakh.

Mohan,who was deputed as the Zonal Director of the NCB Chandigarh on February 14,2007,was arrested by the Anti Terrorist Squad of Mumbai Police on January 24,2009. A huge quantity of heroin was recovered from his possession and case was registered in Mumbai.

A report by K P Raghuvanshi,the then Additional DG of ATS submitted on February 2,2009 that the accused IPS officer had pilfered and manipulated the contraband seized from various places in Punjab and Jammu. The inquiry was marked to the then the Director NCB,Harcharan Singh.

It was mentioned that Mohan along with Personal Security Officer (PSOs) Naveen,Davinder Pal and Balwinder Singh had committed the crime over the span of 2007 and 2008 when he was Zonal Director here with additional charge of NCB Jammu Unit.

Chemical analysis of the samples proved pilfering and adulteration. According to the report,Mohan had seized about 60 kg heroin and not all of it was taken to Mumbai when he was arrested. Out of the total,10 kg heroin was handed over to Naseeb Chand.

Davinder had disclosed that 30 kg heroin was siphoned off in presence of Balwinder Singh out of the total seized by NCB Jammu in September 2008.
