The appointment of Joginder Pal Jain,MLA from Moga constituency,as Chairman of Punjab State Warehousing Corporation Saturday came under scanner of the Punjab and Haryana High Court. Jains counsel had to field a volley of questions from the Bench during the resumed hearing of a petition,filed by Advocate H C Arora,challenging Jains appointment.
When the matter came up for resumed hearing,the court questioned his lawyer as to whether Jain was appointed as Director of the Corporation,and thereafter appointed as Chairman. To this,the lawyer replied in the affirmative and terming the PIL as baseless,demanded that it be dismissed.
However,on perusal of a copy of the notification appointing Jain placed on record,the court found that the MLA was appointed as Director and Chairman vide the same notification.
The Bench pointed out to the relevant provisions which envisage that the hairman of the State Warehousing Corporation shall be appointed by the state government from amongst its directors. Earlier,in response to a query from the Bench,Jains counsel argued that the criminal cases registered against Jain under the Punjab Apartment and Property Regulation Act were politically motivated,which lead to an observation by the Bench. Confronting the state governments counsel,the bench asked: Cant you find even one person with clean image for such an important post?.
