IS links: NIA chargesheet against Areeb soon

The chargesheet against Majeed will be filed under Unlawful Activities (Prevention) Act and Section 125 of the IPC for waging war against a country with friendly ties with the Govt of India.

The National Investigation Agency (NIA) is all set to file a chargesheet in the next couple of days against Areeb Majeed, the civil engineering student from Thane, who reportedly fought for Islamic State (IS) before returning home in November 2014. Sources said the agency has received permission from the Ministry of Home Affairs, and the chargesheet is likely to be filed Thursday.

Sources told The Indian Express that requests under the Mutual Legal Assistance Treaty (MLAT) had been sent to 12 countries, including to the governments of Syria and Afghanistan, seeking details of Majeed’s activities and evidence of his online activities.

“Many of these countries were approached for evidence of Majeed’s online chats and email exchanges, since the relevant servers were located in countries such as US, Canada and Australia. Responses to some MLATs are pending, and the details can be filed in a supplementary chargesheet,” said a source.

The Indian Express had earlier reported that the NIA was seeking details from Afghanistan on an Afghan businessman, identified as Rehman Daulati, who is also under scanner. Daulati, along with a Kabul resident identified as Ahmed Rateb Hussein Zade, were allegedly in touch with a local businessman in Kalyan who is also under the scanner. There is some indication that Daulati may have played a role in the funding for the four youths to travel overseas and join IS, sources said.

“The chargesheet will provide a detailed account of how he was recruited into the IS, and the people he was in touch with in India and overseas when he was recruited. It will have details of how he and three others — Amaan Tandel, Fahad Shaikh and Saheem Tanki — boarded an Etihad Airways flight on May 24, 2014 for Abu Dhabi and travelled to Baghdad on a Ziyarat (pilgrimage) visa, the places he visited in Iraq and Syria and his activities there. It will also have medical reports of the injuries he sustained while fighting for the IS. The chargesheet will deal with his journey home,” sources said.

Sources said the chargesheet will go into details of the email IDs, Facebook account and online chat accounts operated by Majeed to interact with people who played a role in his journey to Iraq to join IS — such as a woman identified as Abu Fatima — as well as with his family back home in Thane.
