After mulling over a proposal for almost six years,the Brihanmumbai Municipal Corporation (BMC) has finally decided to issue birth certificates that will also state the time of birth of babies. According to Shiv Sena corporators and Public Health Committee members Anuradha Pednekar and Shubha Raul,the decision would help astrologers in the city in fixing marriages and making other predictions more accurately.

Shiv Sena corporator Anuradha Pednekar who had initially fielded the proposal in 2006 said,“I came up with the notice of motion because I had a few cases where people had complained to me about the difficult and long procedure to get the time of birth details from hospitals while settling matches for marriage ceremonies or other astrology-related issues. This will help get more accuracy in such matters.”

Executive Health Officer Dr. Arun Bamne said citizens can request for this feature that includes the record of time of delivery in their child’s birth certificates.

“We issue birth certificates based on the Regulation of Births and Deaths Act of 1969. In this,the certificates up until now have only recorded the date. Henceforth if individuals request to have the time of birth recorded on the certificate,we will provide that option as well as we have begun recording the time of delivery,” said Dr. Bamne.

Meanwhile,Pednekar said,“We have been trying to get this proposal approved for many years now,but the civic body had always refused as they said they would require permission from the Central government. However,even smaller corporations such as the Baroda municipal corporation have now incorporated time of birth,so why can’t the municipal corporation of a city like Mumbai do the same?”

She added that she will raise a notice of motion in the next meeting to implement the practice for all certificates universally.

Dr Shubha Raul,who along with fellow corporator Pednekar,had supported the proposed feature,said,“People often forget the time of birth and it is merely left to guesswork. Besides,if we have the person’s name,parents’ names,date of birth and every other detail – we should naturally also include the time of birth.”
