Haryana Chief Minister Bhupinder Singh Hoodas magnanimity towards retired babus is evident from the fact that in the last seven years of his tenure,there has been virtually no IAS officer who has not been re-employed. The State Information Commission has almost been converted into a rehabilitation centre for retired officials. The latest in the long list of beneficiaries is former chief secretary Urvashi Gulati,who has been appointed information commissioner in the State Information Commission headed by her husband,Naresh Gulati. Urvashi Gulatis sister Meenaxi Anand Chaudhary too was appointed information commissioner after she retired as chief secretary. The list of never-retiring babus provided by the state government in response to an application filed by The Indian Express under the Right to Information (RTI) Act includes former chief secretary Dharamvir who was appointed State Election Commissioner; and M P Bidlan,deputy commissioner at the time of the Mandi Dabwali school fire tragedy,who was appointed member of the Haryana Public Service Commission for a six-year tenure. Former IAS officer H S Rana was appointed to the state police complaint authority after retirement,while L S M Salins was made chairman of the Haryana State Finance Commission. Yudhvir Singh and S K Monga were made Member,Haryana Sales Tax Tribunal,and Member Secretary,Haryana Pollution Control Board,respectively. IAS officer G V Gupta was appointed as a consultant on contract at the Haryana Institute of Public Administration in Gurgaon. Chief Minister Hoodas government also re-employed former IAS officer K C Sharma was vice-chairman of the Haryana Kala Parishad. The list of former IAS officers getting rehabilitated is likely to swell further as nearly a dozen IAS officers are likely to retired this year. Hoodas generosity is in stark contrast to the policy followed by his predecessor Om Prakash Chautala,who rarely considered former babus for re-employment. However,there are examples of bureaucrats close to Chautala being inducted into the INLD. Birbal Das Dhalia,Chautalas most effective former principal secretary,is currently a part of INLDs think tank.
