With the 2017 Assembly elections leaving his government just over a year to “perform”, Chief Minister Akhilesh Yadav has, for the first time in his tenure, invited “suggestions” from the people of Uttar Pradesh to formulate his final “development agenda” for 2016-17.
Akhilesh’s open letter to the public and various organisations seeking help to formulate the fourth attempt — in which he claims that “in a healthy democracy, schemes should be framed keeping in mind the hope and views of the people”— strikes an unprecedented note.
On three previous occasions, when the development agendas were formulated and released for the years 2013-14, 2014-15 and 2015-16, no such initiatives were considered.

“I invite you to send your suggestions to the Chief Minister’s Office for framing the development agenda for 2016-17,” reads the letter. The suggestions can be sent through post or uploaded on the website — http://upcmo.up.nic.in/ — by December 31.
Akhilesh has also instructed his departments to “focus on small-term projects with far-reaching effects”, which can be completed in a year’s time.
Schemes such as Kamdhenu Dairy Scheme, Shrawan Pilgrimage Yatra which directly affect the common people, and those in which infrastructure investment is less, will be given preference.
The letter, released on social media and distributed among party MLAs and leaders to take it further, will soon be followed by advertisements in the media requesting people to come forward with their suggestions.
