1993 Delhi blast convict, Bhullar mentally fit to face trial, expert tells court
The report was sent in response to a challan, filed against Bhullar by the Batala police in a TADA case.

Sikh militant Davinder Pal Singh Bhullar’s mental health has improved sufficiently in the last eight months and he is fit enough to face trial, a psychiatry expert submitted in the Terrorist and Disruptive Activities (Prevention) Act (TADA) court in Amritsar on Tuesday.
Dr P D Garg, head of the psychiatry department at the Government Medical College, Amritsar, also submitted in the TADA court of Judge S S Sahni that Bhullar’s condition could further improve if he was put in “homely environment”.
“He is mentally fit to understand court proceedings and can face the trail,” Dr Garg’s report said. The report was sent in response to a challan, filed against Bhullar by the Batala police in a TADA case. The challan was filed on February 10 this year, 21 years after the case was registered in 1995. Bhullar has been charged under sections 307/34 of the IPC, 3/4/5 of the TADA Act and 4/5 of the Explosive Act. It is the last case to be decided against the former Sikh militant, and a major hurdle in his family’s efforts to seek parole for him.
“This report is positive for us. We want this case to be decided as soon as possible. Bhullar is mentally fit to face trail in the case and it has reduced hurdles to get bail for him,” said Jaspal Singh, Bhullar’s counsel.
“Today we argued in court that technically police should have produced the challan in Batala court. Technically the challan cannot be produced directly in the TADA court. Court will hear the bail plea after deciding on this point,” he added.
