Award of contract probe: CBI raids premises of then media adviser of ex-J&K Governor Malik

According to CBI officials, the raids are being conducted at 10 places in Delhi and two in Rajasthan.

The Central Bureau of Investigation (CBI) on Wednesday conducted raids at 12 locations, including the premises of then media adviser to former J&K governor Satya Pal Malik, in Delhi and Rajasthan as a part of its investigation into the charges of corruption in awarding the contract of a hydel power project to a Mumbai-based company in Jammu and Kashmir in 2019.

According to CBI officials, the raids are being conducted at 10 places in Delhi and two in Rajasthan. “CBI teams started a search operation early Wednesday morning at the residence of Malik’s then media adviser Saunak Bali,” an official said. Under scrutiny are also three chartered accountants, including one Sanjay Narang.

Last year, the Jammu and Kashmir government had approached the CBI for conducting investigations to ascertain the truth behind the charges of corruption levelled by then Meghalaya Governor Malik who had claimed that during his tenure as the Governor in J&K, he was offered Rs 300 crore as bribe to clear two files, including one related to an RSS leader.

The CBI had lodged an FIR on a complaint from one Dr Mohammad Usman Khan, Deputy Secretary (General Administration Department) in J&K government. “Khan had sought a CBI investigation into allegations of malpractices in award of contract in civil works of Kiru hydroelectric power project on the basis of reports of Anti-Corruption Bureau of J&K,” the FIR stated.

“Perusal of these reports reveals that in award of civil works package of Kiru hydroelectric project, guidelines regarding e-tendering were not followed and though a decision was taken in 47th Board Meeting of CVPPPL (Chenab Valley Power Projects (Pvt) Ltd) for re-tender through e-tendering with reverse auction after cancellation of ongoing tendering process, the same was not implemented (as per decision taken in the 48th Board meeting) and tender was finally awarded to M/s Patel Engineering Ltd,” the FIR stated.
