RTE violation: Civic education dept recommends action against school

The Zilla Parishad has also sent a showcause notice to the school on various accounts.

Pune Municipal Corporation (PMC) education department’s inquiry report to Zilla Parishad has recommended action against Saraswati Vidyalaya Union Primary School for allegedly violating the Right of Children to Free and Compulsory Education Act,2009 (RTE). The Zilla Parishad has also sent a showcause notice to the school on various accounts.

“We had sent a notice to the school for violating the Act. The school submitted its version to ZP education officer (primary) D Kurhade. Though the school claims to be a linguistic minority,it receives salary grant for the teaching and non-teaching staff from the state. Moreover,the school also has mid-day meal scheme and uses civic body ground for sports activities,” said Shivaji Bokhare,inquiry officer,PMC.

Kurhade said the school has responded to the notice,but he is yet to take a decision on it.

According to the report,the school admitted 45 students under RTE but charged fees from their parents,which is not allowed under the law.

“They were also made to pay tuition fees,term and caution money,” said Bokhare.

However,the school refuted the charges saying that it was politically motivated and instigated by certain elements with vested interests.

“The allegations against the school are baseless,” said J Nagarajan,secretary,management committee of the school.

“We possess a minority institute certificate issued to us by the state government in 2008. The March 15 government resolution stipulates that the RTE Act is not applicable to unaided minority schools. Though our high school is aided,our primary school do not receive any aid from the government. All the points have been clarified by the school management committee to the concerned education officials in response to the notice,” added Nagarajan.

Activist Nilesh Borate,after being approached by parents,had lodged a complaint against the school with the district education officer (primary) Dattatreya Shendkar. Shendkar in turn issued a notice to the civic body seeking action against the school for violating the RTE Act.
