Pardeshi invokes special powers,Shiv Sena issues a threat

Pardeshi said,“My administration had brought forth a proposal on August 21 last year to stop all civic amenities to unauthorised construction that came up after April 1,2012. The proposal was recommended by the Law Committee in the civic general body meeting on September 21. However,the civic general body did not take any decision. Hence,I ordered that the subject (proposal) be approved as per Chapter 2 Rule 1 (S) of the BPMC Act.”

Civic officials said Pardeshi’s directive means illegal constructions that came up after April 1,2012 would not get any civic amenity.

The Shiv Sena called it “inhuman” and “grossly unreasonable.” Sena MP Gajanan Babar said,“Pardeshi’s double standards are on display. Instead of taking action against officials who looked on as illegal constructions came up,he is resorting to inhuman methods.”

Stating that Shiv Sena will give him a befitting reply,Babar said,“If the Pardeshi administration dares to sever even one water connection,we will bring Pimpri Chinchwad to a halt,” he said.

Taking a similar line,MP Shivajirao Adhalrao-Patil said,“On humanitarian grounds,this is not a good decision. Instead of finding a way out,Pardeshi administration is going to extreme lengths.”

PCMC opposition leader Shrirang Barne said,“I think the civic chief might have taken the action after what happened in Thane. But it is wrong and would hit the poor hard. No corporator is supporting illegal construction,but we need to find ways to tackle the situation.”

Leader of the PCMC House,Mangala Kadam of the NCP,said,“The civic administration should first clarify its stand on the illegal constructions set up before March 31,2012. The state government is trying to legalise them,but there is no clarity yet. Now that the civic chief has invoked special powers,NCP will hold a meet next week to decide the course of action.”

However,former mayor Yogesh Behl said,“The general body had kept the issue on hold for over six months and that’s why the civic chief has been forced to invoke special powers.”

Manav Kamble of Nagari Haqq Suraksha Samiti said,“The move is a good deterrent but raises questions. Suppose there is a baby or a serious patient in an illegal house,won’t it be inhuman to cut power and water? Pardeshi should answer such questions first,” he said.

Human rights lawyer Aseem Sarode said,“Pardeshi had taken several good decisions but this one raises questions of violation of fundamental rights.”

A R Sathyanarayan,a retired Income Tax officer,said,“Law of the land should prevail. And that is what the civic chief is trying to do. We should not allow a repeat of the Thane incident.”
