FRO asks colleges to make monthly attendance must for foreign students

He added: “Generally, about 70 per cent annual attendance is compulsory for the students in any college. We can say that classes go on for about 10 months a year. So, if a foreign national attends classes for eight months in a row, he can cover 70 per cent attendance as required by the college. And then, he can get away even if he remains completely absent for the next two months. Though most of the foreign nationals are genuine, there could be some with malicious intentions. Such foreign nationals can get involved in untoward incident and still remain uncaught by following the modus of attending classes for eight months and using the remaining two months for illegal activities. So, rather than annual 70 per cent attendance, we have asked the college to make monthly attendance compulsory for foreign students.”

Patil said the colleges had been told that if any foreign student remained absent through the month, they should inform the police.

“We would find out whether the student is absent due to some genuine reasons or is involved in any wrong activities. Besides, we have also asked the colleges to inform the police about the performance and behaviour of the foreign students. Action would be taken as per law against the foreigners found involved in any undesirable activity,” said the DCP. He also said colleges had started giving positive feedback to the FRO.

Meanwhile, the FRO deported and “blacklisted” Mongolian national Iderjav Uranbayar (24), a BBA student at the International Education Center in Kothrud. Inspector (prosecution cell) Mahesh Joshi of the FRO said: “Uranbayar came to India on a student visa on July 25, 2013. But he did not register himself with the FRO, which is mandatory as per norms. He took admission for the BBA course but we found out that he was not doing his studies and was more involved in undesirable activities. As per instructions of DCP Patil, he was deported on May 7, 2014. We have blacklisted him for two years and apparently a lookout circular has been opened against him.”

FRO has initiated steps to make the registration process completely online soon with the help of the National Informatics Centre.
