After severe protest from across the state, Maharashtra has cancelled the Government Resolution (GR) dated September 9, which approved empanelment of nine private agencies to provide contractual staffers on various posts in government establishments.

A new GR was issued by the labour department of Maharashtra on Tuesday, declaring cancellation of the old GR which had led to major unrest among lakhs of aspirants preparing for various government recruitment exams for fear of losing their chance to get a government job.

Apart from these aspirants, there was a great opposition to this from the education sector with teachers complaining that with such contractual arrangements, the vacancies of teachers would never get filled.

While the September GR now stands cancelled, aspirants have only expressed partial relief. Mahesh Gharbude from Spardha Pariksha Samanvay Samiti, an association of MPSC aspirants from Pune, said, “This new GR is nothing but an eyewash. They have only cancelled the September GR. What we demand is a complete stop to contractual employment in government establishments.” Several aspirants had complained that contractual employment leads to privatisation and dilutes the reservation mandate in government jobs.

Apart from impalement of nine agencies, the September GR also declared setting up of Outsourced Manpower Cell to monitor such appointments and SOP to be followed under various categories such as – highly skilled, skilled, semi-skilled and unskilled labour, including their man month rate (prescribed monthly payment) under each category.

Teachers organisations had also raised objections on man month rates prescribed in the September GR where a social media expert was prescribed to be paid more than a teacher. “Why would anybody join the teaching profession with such treatment?” said a teacher representative from Mumbai. Recently, teachers’ organisations had held protests across Maharashtra against the September GR, following which Deputy CM Devendra Fadnavis had announced that the GR would be cancelled.

“But it is only an announcement, there is no clarity until a written communication is given,” said another teacher representative.
