Mumbai Rain News Highlights (September 15):  Maharashtra Chief Minister Eknath Shinde on Saturday announced a package of Rs 45,000 crore for the development of Marathwada region in Maharashtra. He also announced revised administrative sanctions for irrigation projects worth Rs 14,000 crore and 35 irrigation projects have been given revised approvals. These announcements were made after the special cabinet meeting in Chhatrapati Sambhajinagar(previously Auranagabad) on the occasion of the 75th anniversary of the Marathwada Liberation Day.

As parts of Mumbai receive heavy showers, the India Meteorological Department (IMD) has issued a ‘yellow’ alert for the city and its neighbouring districts until Monday at least.

In other news, the city’s last double decker bus (non-AC) left from Marol Depot Friday morning. In the next nine months, a total of 900 air-conditioned double-decker buses will be added to the fleet via wet lease. Additionally, 20 new open double-decker buses will also be bought. A tender in this regard will be floated soon, said a BEST official.

AAP holds protest in Latur against Pakistan-backed terrorism in J-K

The Aam Aadmi Party on Saturday held a protest in Latur in Maharashtra against Pakistan-backed terrorism.

The protest at Gandhi Chowk here comes in the wake of encounters in Jammu and Kashmir over the past few days.

AAP activists shouted slogans against Pakistan and denounced terrorism.

The Pakistan Army gave cover fire to infiltrating terrorists and targeted quadcopters of the Indian Army during a bid to cross the Line of Control in Baramulla district of Jammu and Kashmir on Saturday that was foiled with the killing of three terrorists.

The infiltration bid and the subsequent encounter comes at a time when an operation is underway in Anantnag district there to neutralise terrorists who have taken positions in the forest area in a hilly terrain.

The encounter started on Wednesday between security forces and terrorists in the forest in Gadole in Kokernag area of Anantnag in the UT. (PTI)

Why govt didn't declare drought in Marathwada? Rs 45,000 cr package jugglery of numbers: Cong

The Congress on Saturday dubbed "jugglery of numbers" the Rs 45,000 crore package announced by Maharashtra Chief Minister Eknath Shinde for the development of Marathwada and said not declaring drought in the region despite rain deficit is a cruel joke on farmers.

Notably, the state cabinet meeting was held in Chhatrapati Sambhajinagar (previously known as Aurangabad) after a gap of seven years on Saturday to commemorate the 75th anniversary of Marathwada Liberation Day.

Earlier in the day, Shinde announced a package of Rs 45,000 crore for the development of Marathwada. He also declared revised administrative sanctions for irrigation projects worth Rs 14,000 crore after attending the meeting of the council of ministers.

"It is unfortunate that assurances given in 2016 by the then Devendra Fadnavis government are announced again in 2023. Marathwada is under the shadow of drought. People had expected drought would be declared (by the cabinet), but that did not happen," said the leader of the opposition in the assembly Vijay Wadettiwar. (PTI)

We made the name ‘Chhatrapati Sambhajinagar' foolproof: CM Shinde

The decision to rename ‘Aurangabad' as ‘Chhatrapati Sambhajinagar' was taken by the Maha Vikas Aghadi when its government was in the minority but the present dispensation has made it “foolproof”, said Maharashtra Eknath Shinde on Saturday.

He was speaking here about a notification issued on Friday night on the change of names of Aurangabad and Osmanabad districts to Chhatrapati Sambhajinagar and Dharashiv respectively. The districts are part of the Marathwada region.

“We have made it (renaming) foolproof. The earlier MVA government took the decision when they were in the minority and their government was about to fall. But we made it foolproof and there are hurdles over the renaming now,” said Shinde. (PTI)

Samruddhi Expressway too straight, making drivers sleepy, says Ajit Pawar on accidents on the stretch

The Nagpur-Mumbai Samruddhi Expressway is too straight and was making drivers "sleepy", resulting in accidents, Maharashtra Deputy Chief Minister Ajit Pawar said on Saturday.

The corridor, which is operational between Nagpur and Igatpuri in Nashik district at present, has regularly seen accidents, with some experts claiming 'highway hypnosis' may be one of the causes.

It is a phenomenon in which a person is at the wheel on "auto pilot mode" for long periods and it is said to take place on long, straight roads.

Speaking at an event where he laid the foundation stones of several civic works, Pawar said, "The Samruddhi Expressway is too straight, which makes the driver sleepy. As a result it causes accidents. Some turns could have been made on this highway so that drivers don't feel sleepy. We need to take corrective measures after a thorough study." Pawar also said guardian ministers must conduct a follow-up every week to ensure through implementation of the the package announced for Marathwada during the day.

"My (finance) department will review these works (in the package) every two months to ensure they progress speedily without hurdles," Pawar added. (PTI)

Maharashtra govt won't disturb OBC quota in any way: Fadnavis

The Maharashtra government is clear about not disturbing the OBC quota in any way, Deputy Chief Minister Devendra Fadnavis said on Saturday amid protests to oppose the inclusion of the Maratha community in the Other Backward Class category for reservation purposes.

Fadnavis appealed to OBC members to end their protest in Chhatrapati Sambhajinagar, Nagpur and Chandrapur.

Speaking to reporters at Nagpur airport, Fadnavis said, “The state government has taken a clear stand about not touching, reducing or sharing the OBC quota. Hence, we request the OBC community to withdraw their agitation.” The deputy CM said he personally requested the agitators in Chhatrapati Sambhajinagar, where he attended a special cabinet meeting earlier in the day. “I believe that those (protesters) in Sambhajinagar will end their hunger strike,” he said.

Fadnavis said those agitating in Chandrapur and Nagpur should also withdraw their protest. “I will be meeting those in Nagpur and request them to withdraw their agitation,” he said. (PTI)

Medical and agricultural colleges, cow conservation project, incubation centre announced for Marathwada

As part of the package for Marathwada region in Maharashtra, new medical colleges will come up at Parbhani and Nanded, an official said on Saturday.

Chief Minister Eknath Shinde has made the announcement for a medical college in Hingoli, for which Rs 485 crore has been sanctioned, while dedicated land will be made available for the medical college in Parbhani, he said.

A conservation project for 'red kandhari' and 'devni' cows will be set up in Ambajogai in Beed, while Marathwada will get an additional provision of Rs 1,076 crore for works associated with progress and empowerment of women, he added.

More than 12 lakh women from the region are expected to get benefits, the official said. 

Parli will be the location of a soybean research centre, while a new ITI incubation centre will come up in Jalna at a cost of Rs 10 crore, the official said.

Deputy Chief Minister Devendra Fadnavis said out of the 31 developmental works announced for Marathwada in 2016, a total of 23 have been implemented. (PTI)

Meanwhile in Pune, RSS says BJP rule is in right direction, 25-30 years needed for it to correct things of the past

Expressing satisfaction over BJP rule in the country in last ten years, Rashtriya Swayamsevak Sangh (RSS) Joint General Secretary Manmohan Vaidya on Friday said that the BJP was going in right direction on ruling the country and there was need for 25-30 years for it to correct things of the past.

“After 2014, Bharat is slowly rising to its cultural identity. There are major changes taking place in its foreign policy, defence policy and education policy. These changes are creating a cultural identity of the country and the world is realizing it,” said Vaidya when asked on assessment of BJP rule in the country in last ten years and the stand of RSS for 2024 lok sabha elections. He was speaking after the three days of coordination meeting of 36 organisations affiliated to RSS in the city.

He said, “There has to be correction done of things done in many years of past and it would require 25 to 30 years for it. The direction in which it (BJP) is going is absolutely right.”

When pointed out towards ongoing controversy of using Bharat in place of India, Vaidya said that the Sangh has always been insisting the use of Bharat. “Bharat is the only country using two names for country in the world. The name of the country is Bharat and it should remain Bharat. Bharat is the popular name since ancient times.,” he said.

64-year-old man booked for cheating two developers, CIDCO of Rs 60 crore

The police in Maharashtra's Navi Mumbai have registered a case against a 64-year-old man for allegedly cheating two developers and state body CIDCO of nearly Rs 60 crore over a piece of land, an official said on Saturday.

Accused Shirish Gharat, a resident of Belpada in Kharghar, owned a 2,500 square metre plot in his area, said the official from Navi Mumbai police. He struck a deal with two developers in 2022 to sell the land for Rs 7 crore. After receiving Rs 1.98 crore, he transferred it in their names.

However, Gharat prepared fake documents to show that the plot was his and submitted the papers to the planning agency City and Industrial Development Corporation (CIDCO). In exchange, he received another piece of land, the official said. (PTI)

Aurangabad officially renamed Chhatrapati Sambhajinagar, Osmanabad as Dharashiv

Aurangabad and Osmanabad districts in Maharashtra have been officially renamed as Chhatrapati Sambhajinagar and Dharashiv respectively, Chief Minister Eknath Shinde said on Saturday.

The official notification of the changes in the names of the districts was issued by the state government on Friday night.

In June last year, during the last cabinet meeting of the previous Maha Vikas Aghadi (MVA) government led by former chief minister Uddhav Thackeray gave approval to the long-pending demand of renaming Aurangabad as Sambhajinagar and Osmanabad city as Dharashiv.

The MVA government collapsed the next day and Shinde and Devendra Fadnavis were sworn in as the Chief Minister and Deputy Chief Minister respectively.

In July last year, the new government under BJP and rebel Shiv Sena gave the cabinet approval to rename Aurangabad and Osmanabad cities as Chhatrapati Sambhajinagar and Dharashiv respectively.

Apart from this, he also announced revised administrative sanctions for irrigation projects worth Rs 14,000 crore.

He made the announcements at a press conference here after a special meeting of the state cabinet.

The state government held the cabinet meeting in the city on the occasion of the 75th anniversary of the Marathwada Liberation Day, also known as Marathwada Mukti Sangram Din, celebrated on September 17 annually. Marathwada was once a part of the Nizam-ruled Hyderabad kingdom. (PTI)

What did opposition parties do for Marathwada when they were in power in Maharashtra, asks Fadnavis

Maharashtra Deputy Chief Minister Devendra Fadnavis on Saturday hit out at the opposition parties, and asked what they did for the Marathwada region in the state when they were in power for two-and-a-half years.

The senior Bharatiya Janata Party (BJP) leader was speaking to reporters following his arrival at the airport here to attend a meeting of the state cabinet.

The opposition parties have been alleging that the Eknath Shinde government failed to implement the decisions taken for the development of Marathwada, which comprises Chhatrapati Sambhajinagar (previously known as Aurangabad), Osmanabad, Jalna, Beed, Latur, Nanded, Hingoli and Parbhani districts.

Earlier this week, Shiv Sena (UBT) leader Ambadas Danve asked why the state government did not implement the decisions taken during a cabinet meeting held in 2016 when Devendra Fadnavis was chief minister. (PTI)

14,000 crore will be spent for irrigation projects in Marathwada: Maharashtra CM Eknath Shinde

"The cabinet meeting was held in Aurangabad to give justice to Marathwada and for the development of the region. 35 irrigation projects have been given revised approval. We have given approval of Rs 59,000 crore to Marathwada. Of which RS 14,000 crore will be spent for irrigation projects. Around 8 lakh acres of land will come under the irrigation plan,"Chief Minister Eknath Shinde said in a press conference after the cabinet meeting that was held in Marathwada.

Sanitation workers demand survey of manual scavengers

A delegation of sanitation workers Friday demanded that the Brihanmumbai Municipal Corporation (BMC) should carry out a survey of manual scavengers so that sanitation workers who are working with the civic body would get rehabilitated and alternate employment opportunities.

Manual scavenging is the act of cleaning sewage lines, drains and gutters manually instead of using machinery for this work.

Bombay HC commutes death sentence of man to 25-year jail term

The Aurangabad bench of the Bombay High Court on Friday commuted the death sentence awarded to a 36-year-old man from Nanded district to 25-year jail term, who was convicted for raping and murdering a six-year-old girl in 2021.

The court said that the prosecution “did not show that the accused has a propensity or natural inclination to further commit such offences again and thereby expose the society to danger or threat.” On the contrary, his post-conviction behaviour inside the prison, which has been brought on record, has kept the hopes of reformation alive, the HC added.

Bombay High Court judge recuses from hearing CBI case after getting letter alleging bias, orders probe

Expressing displeasure over a letter addressed to the judge indicating that she was favouring persons accused in the CBI case, Justice Bharati H Dangre of the Bombay High Court Thursday recused herself from hearing the case and observed that it was “high time that some accountability is attributed to disgruntled elements who continue to haunt the system”.

Justice Dangre also directed the CBI to conduct an inquiry into the said letter and the person who sent it to her.

Fire in a multi-storey residential building in Mumbai’s Kurla on Friday night

A fire broke out in a multi-storey residential building in Mumbai’s Kurla on Friday night, Brihanmumbai Municipal Corporation (BMC) officials said, adding that between 50 - 60 stranded residents in the building were rescued and no injuries were reported in the incident . The incident was reported at 12.14 am in Kurla's Building 7, an SRA building, situated near Kohinoor Hospital. While the fire has been extinguished and no injuries have been reported, according to reports, 43 rescued residents were affected owing to suffocation. Of them, 39 were admitted at the civic run Rajawadi hospital while 4 were taken to Kohinoor Hospital.

One dead, one rescued after 'dangerous and dilapidated' building collapses in Dombivali

A 55-year-old man died and a woman was pulled out alive from the debris after a four-storey residential building that was dilapidated and declared dangerous by civic authorities collapsed in Dombivali East in Maharashtra's Thane district on Friday, an official said.

The building 'Adinarayan Bhuvan', located at Ayre village in Kalyan Dombivali Municipal Corporation limits, had 44 tenements and occupants were being evacuated since Thursday after some part of the structure started sinking, he said.

At round 5:40 pm on Friday, it collapsed, and search and rescue teams pulled out the body of Sunil Birja Lodaya (55) from the debris at around 8pm, he said.

At 9:15pm, 54-year-old Deepti Sunil Lodaya was pulled out alive from the debris and was rushed to a nearby hospital, TMC disaster management cell chief Yasin Tadvi told PTI. (PTI)

Decision on contractual recruitment was taken by previous govt: Ajit Pawar

Maharashtra Deputy Chief Minister Ajit Pawar on Friday said he was being unfairly blamed over recruitment on a contractual basis in government departments as the decision had been taken by the previous Maha Vikas Aghadi (MVA) regime.Also, there was acute manpower shortage in some departments, he told reporters here.

Notably, Pawar was deputy CM in the previous Uddhav Thackeray-led MVA government too.

"Recruitment for more than 1.5 lakh vacancies is currently underway in different departments such as police, talathi (revenue department official) and education," he said.

In the education department, the government decided to enlist retired teachers temporarily until regular teachers could be hired, he said. (PTI)

Mahadev gambling app: Kingpin Sourabh Chandrakar ‘spent Rs 200 cr on lavish UAE wedding, kin flown in from Nagpur in private jets’

The Enforcement Directorate (ED), which is investigating money laundering projected to be over Rs 5,000 crore in connection with the Mahadev online gambling app, said Sourabh Chandrakar – one of its two kingpins – spent a whopping Rs 200 crore on his lavish wedding in the UAE where his family members arrived in private jets from Nagpur. As per the central agency, they have seized cash and properties collectively worth Rs 417 crore, bought using proceeds of the crime.

The ED began its probe into the case earlier this year and arrested four people last month. Its investigation has revealed that Chandrakar and Ravi Uppal, who hail from Bhilai in Chhattisgarh, are the main promoters of Mahadev Online Book and run their operations from Dubai. Read more

Govt officials' union protests proposal to water down IPC section 353

A union of gazetted officials on Friday protested against the Maharashtra government's proposal to water down section 353 of the Indian Penal Code (IPC) which deals with the offence of `assault to deter a public servant from discharge of duty'.

Manoj Sanap, general secretary of the Gazetted Officers Federation, told the media here that office-bearers of the federation submitted memorandums addressed to the government to the collectors in various districts.

In July, Deputy Chief Minister Devendra Fadnavis, who also holds the Home portfolio, had said in the Assembly that the government was planning to water down stringent amendments to section 353 as it was being misused by police against politicians.

The federation said that government officials frequently face assaults or manhandling, and the removal of stringent provisions from the IPC section was unwarranted. (PTI)

Must not reject those who want to return after change of heart, says Maharashtra NCP chief Jayant Patil

Maharashtra Nationalist Congress Party chief Jayant Patil on Friday said if those who left the party have a "change of heart" and want to return, then their overtures must not be rejected as "numbers hold considerable importance in politics".

On July 2, the NCP suffered a vertical split after senior leader Ajit Pawar and eight MLAs, including Chhagan Bhujbal and Dilip Walse Patil, joined the Eknath Shinde government. Pawar was made deputy chief minister.

Patil claimed some persons who left the party have confided in him about wanting to return, adding that "these individuals are gradually gaining insights into public sentiment (on their switching sides)".

The NCP state unit chief also said if everyone remains united in the party then those who left will eventually return.

"Today, NCP workers are diligently serving the party with enhanced dedication so we should not believe significant numbers have deserted the party. It is true some individuals who were provided multiple opportunities within the party chose to leave. But grassroots workers are still committed since they joined believing in Sharad Pawar's ideology," he said. (PTI)

Maharashtra's realty watchdog to monitor construction quality: Chairman

Maharashtra's real estate regulatory authority chairman Ajoy Mehta on Friday said the realty watchdog is now planning to shift focus on quality of construction.

Speaking at a conclave organised by industry lobby Naredco, Mehta said till now, the Maharashtra Real Estate Regulatory Authority (Maha-RERA) has focused on timely delivery of projects and is thinking of shifting attention after achieving successes in its original focus area.

"We are now getting 'n number' of complaints, saying we got the house on time but the plaster falls, first rain the ceiling is leaking, there is moisture coming in from the side. These are the disputes that we need to solve," Mehta said.

"We will not wait for the plaster to fall, we will monitor quality from day one," the bureaucrat-turned-realty regulator added.

Maha-RERA is looking to launch a discussion paper in which it plans to list out a mechanism to monitor the quality of the product delivered by realty developers, he said. (PTI)

Nine persons arrested for vehicle sale fraud in Latur

Nine persons were arrested in Latur in Maharashtra for allegedly selling vehicles using forged documents, a police official said on Friday.

The 11-member gang used to change the details of vehicles, including that of passing, chassis and engine numbers, and then try to sell it after affixing number plates of scrapped vehicles, in the process avoiding payments as per government norms, the official said.

"Nine persons have been arrested while two are on the run. Of those arrested, two are mechanics, two are sellers and the remaining five are buyers. We have also seized nine vehicles with a cumulative value of Rs 42.50 lakh," he said.

A case of cheating, forgery, counterfeiting of seals, and other offences has been registered and further probe into the racket is underway, the Kingaon police station official said. (PTI)

Woman feared trapped as four-storey building collapses at Dombivli near Mumbai

At least one woman was feared trapped after a four-storey residential building, which was tagged as 'dangerous' by the authorities, collapsed in Dombivli area of Maharashtra's Thane district on Friday, a civic official said.

The building 'Adinarayan Bhuvan', located at Ayre village in Dombivli east, collapsed in the evening, he said.

'It was an unauthorised building and tagged as a dangerous structure by the Kalyan Dombivli Municipal Corporation (KDMC) earlier,' the official said.

'As per the initial reports, one woman is feared trapped under the debris,' he said.

After being informed, the fire brigade personnel and members of the local disaster management cell rushed to the spot and launched a relief and rescue operation, he added. (PTI)

In a limbo – story of the mega refinery project in Maharashtra's Konkan India, Saudi Arabia want to resuscitate

India and Saudi Arabia have decided to intensify efforts to accelerate the implementation of the proposed 60-million-tonnes-per-annum (60 mtpa) west coast mega refinery project that has been hanging fire for years. The decision, which entails formation of a joint monitoring committee to track the project’s progress, was taken earlier this week during Saudi Arabia’s Crown Prince and Prime Minister Mohammed bin Salman’s state visit to India.

The ambitious project to build the mega oil refinery and petrochemicals facility in Maharashtra’s Konkan belt with proposed participation from Saudi Arabia and the United Arab Emirates never really took off. Shifting political equations in the state coupled with strong resistance from sections of locals around the proposed sites in the Ratnagiri district nearly thwarted the project, which was first proposed in 2015 as a joint effort by India’s public sector refiners to build one of the largest refining complexes globally. Talking to reporters here before visiting two villages each in Paithan and Gangapur taluka, he slammed the Eknathi Shinde government over its past assurances for the Marathwada region, which comprises Aurangabad, Beed, Hingoli, Jalna, Latur, Nanded, Osmanabad and Parbhani. 

The government has decided to hold the cabinet meeting in Aurangabad to mark the Marathwada Liberation Day, celebrated on September 17 annually.

If they are spending money and if anything good comes out of it (for Marathwada) then it can be considered, Thackeray said. (PTI)

MNS protests outside minister's event venue to highlight condition of Mumbai-Goa highway

Maharashtra Navnirman Sena (MNS) on Friday staged a protest outside the venue of an event attended by PWD minister Ravindra Chavan to highlight the condition of the Mumbai-Goa National Highway.

MNS activists led by party leader Sandeep Deshpande shouted slogans outside the Shanmukhananda Auditorium at Mumbai's Kings Circle where Chavan was present for a felicitation function of engineers on the occasion of Engineers' Day, which is observed on September 15.

The Mumbai police had deployed a large number of its personnel to keep the situation under control, but it became chaotic for some time after cops pushed media persons covering the protest.

Speaking to reporters, Deshpande said that they were opposed to the felicitation of engineers as they are the ones who are responsible for the condition of the Mumbai-Goa highway.

Replying to a query about Union minister Narayan Rane's remark that one lane of the highway has been concretised, Deshpande claimed that the newly built cement concrete lane has also developed cracks and potholes. (PTI)

Shiv Sena (UBT) leader Sanjay Raut on Friday said he would attend as a journalist Maharashtra Chief Minister Eknath Shinde's press conference scheduled to be held in Aurangabad on September 16 following a meeting of the state cabinet, if police allow him to remain present there.

The state cabinet is scheduled to be held in Aurangabad on Saturday to mark the Marathwada Liberation Day, also known as Marathwada Mukti Sangram Din, celebrated on 17 September annually.

Marathwada Mukti Sangram Din marks the integration of Marathwada with India after security forces invaded Hyderabad and defeated the Nizam and his Razakar units on September 17, 1948.

Talking to a Marathi news channel, Raut said, "The Maharashtra cabinet's meeting will take place in Aurangabad on Saturday. If the police allow and don't stop me, I will attend the press conference of CM Eknath Shinde as a journalist after the cabinet meeting." "I just want to see how much CM Shinde lies," the Rajya Sabha member, who is the executive editor of Sena (UBT) mouthpiece 'Saamana', said. (PTI)

Details on the current medical status of the seven patients admitted at Criticare Asia Hospital, Andheri East

1. Dhruv Kotak - A 40-year-old male sustained a soft tissue injury on his right arm, abrasions on his forehead and suspected tear of right bicep’s muscle. Fortunately, he is stable clinically now. 

2. Arul Sali - A 51-year-old male, Arul suffered bilateral parietal scalp injuries, which required sutures. Currently, the suturing has been done. He is conscious and oriented and his vitals are normal.

3. Captain Sunil Bhat - A 23-year-old male, Captain Sunil incurred axonal injury as well as multiple abrasion with trauma to chest wall and spine amongst other injuries. His vitals are presently stable. 

4. Kamakshi - A 34-year-old female, Kamakshi sustained a wound on her left eyebrow and is reporting pain in right shoulder. Currently, she remains vitally stable, conscious and oriented. 

5. KK Krishnadas - A 60-year-old male, KK Krishnadas experienced a fracture in his right ankle, a left femur fracture, and abrasions on his forehead. His vitals are presently been maintained on Noradrenaline support. He will be treated for right ankle injuries and left femur nailing today afternoon. 


6. Lars Soens - A 58-year-old male, Lars sustained injuries to his chest wall and upper back alongside sternum and a few rib fractures.  He further experienced mild hemothorax, pleural and mediastinal hemorrhage. He has been advised for conservative management while his condition remains clinically stable currently. 

7. Aakursh Sethi - A 27-year-old male, Aakursh miraculously showed no external signs of injury. While he is experiencing pain in his nape, his condition is clinically stable.

Of the eight patients who had been admitted to Criticare Asia Hospital on Thursday, one victim, 21-year old Captain Neil Diwan has been shifted to Kokilaben Hospital with spine injury. Medical official at Criticare hospital said that the status of the other seven victims is stable but they are under investigation.
