Mumbai News Highlights: The Brihanmumbai Municipal Corporation (BMC) budget for the financial year 2025-26 has received a mixed reaction from political parties. Leaders of the ruling Mahayuti alliance hailed it as progressive, while those from the opposition Maha Vikas Aghadi (MVA) slammed it as being ‘contractor-friendly.’ State cabinet minister and BJP Mumbai chief Ashish Shelar called the budget a reflection of Mumbai’s growth, whereas Congress MP Varsha Gaikwad criticised it, claiming it favours the contractor lobby.

BMC budget FY 2025-26: BMC has set a budget estimate of Rs 74,427 crore for the fiscal year 2025-26, marking a 14.19% increase over the revised budget of Rs 65,180 crore for FY 2024-25. For the current fiscal year, the BMC has projected total revenue earnings of Rs 40,693 crore by March 31, 2025, with Rs 28,308 crore already earned as of December.

How is the weather today? The India Meteorological Department (IMD) forecasts a mostly clear sky over the city and suburbs on Wednesday. The maximum temperature is expected to reach 33°C, while the minimum may drop to around 18°C. On Tuesday morning, IMD’s Santacruz station logged a minimum temperature of 17.6 degrees, which is 0.9 degrees below the normal, while the Colaba coastal observatory logged 19.5 degrees.

Mumbai court rejects former censor board CEO Rakesh Kumar’s discharge plea in bribery case

A special court Tuesday rejected an application filed by former Central Board of Film Certification (CBFC) chief executive officer (CEO) Rakesh Kumar Singh seeking to be discharged from a corruption case filed against him in 2014. The Central Bureau of Investigation (CBI) had booked him, claiming that he had demanded bribes for censor certification for films.

“Demand of money by Rakesh Kumar is prima facie appearing. He was collecting the amount through his agents. Demand and acceptance of the amount can be proved by circumstantial evidence also as many times direct evidence is not available. It can be proved only after recording of evidence. Hence, there is sufficient material to frame charge. Therefore, he cannot be discharged as prayed,” CBI Special Hudge S M Menjoge said in his order.

This Rs 74,427 Crores budget, is 14.19% higher than the previous Budget. This is a good sign that Mumbai is developing rapidly. There are allocations for every section in the budget..This time, 58% of the expenditure has been on development - Rs 43,000 Crores has been spent on development. Income has risen by Rs 7,000 Crores. BMC allocates Rs 1,000 crore for funds-starved BEST in budget

The Brihanmumbai Municipal Corporation (BMC) on Tuesday allocated Rs 1,000 crore for the funds-starved Brihanmumbai Electric Supply and Transport (BEST) in its budget for the 2025-2026 financial year, pointing out that it has provided Rs 11,304.59 crore to the undertaking since 2012-13.

The BEST runs nearly 3,000 buses in Mumbai, catering to lakhs of commuters daily. According to the BMC, these financial provisions are part of ongoing efforts to modernise Mumbai’s transport infrastructure and improve the city’s public transportation system.

“…a total provision of ₹1,000 crore is proposed in 2025-26 as a grant to BEST undertaking considering its financial position,” the budget document stated. This grant will be utilised for infrastructure development, the purchase of new capital equipment, repayment of loans, and the procurement of buses on a wet lease basis. It will also cover pay revisions, day-to-day expenses, the ITMS (Intelligent Traffic Management System) project, Diwali bonuses for employees, and dues for pensioners and gratuity.

BMC Budget prioritises strengthening water supply network, revives Gargai dam project scrapped by MVA govt

Strengthening the city’s water supply infrastructure is among the key focus areas of the Brihanmumbai Municipal Corporation’s (BMC) civic budget for the financial year 2025-26. Water supply network projects that have been on the back-burner also found their way to the budget as part of the latest efforts.

The BMC has brought back the Gargai Dam project which was scrapped after the Maha Vikas Aghadi (MVA) government came to power in 2019. The civic body has earmarked Rs 36 crore for this project. As part of recreational projects, the civic body has proposed to construct a 'Tiger Monument' inside the twin tunnels being erected as a part of the ongoing Goregaon-Mulund Link Road project. The 6.5-km tunnels, set to course beneath the Sanjay Gandhi National park (SGNP), will link Goregaon in the western suburbs to Mulund in the east. The project will be developed in collaboration with the state forest and tourist departments.

Dust, air pollution at Shivaji Park: Among slew of steps, MPCB directs BMC to disallow digging, plant grass

Taking a major step towards controlling dust and air pollution in Shivaji Park, the Maharashtra Pollution Control Board (MPCB) on Monday directed the Brihanmumbai Municipal Corporation (BMC) to disallow digging activities on the ground. The state pollution board also directed the civic body to take immediate measures to plant grass on the ground to check pollution.

“Earlier, there was a proposal to remove the existing top layer of soil. However we have ruled that out after talking to experts. We have directed the BMC to make the soil more fertile so that grasses can grow on it, because this is the best possible way to prevent dust displacement from the ground,” MPCB chairperson Siddhesh Kadam said on Monday.

The MPCB has asked the BMC to plant grass seedlings of native origin on the ground by bifurcating the surface into patches. The state pollution board has given the civic authorities a deadline of three months and maintained that the plantation should be done before the arrival of monsoon in June.

In BMC Budget, civic body proposes ambitious ‘Mumbai Eye’ project

The Brihanmumbai Municipal Corporation (BMC) proposed the construction of Mumbai Eye as part of its Budget presented on Tuesday. The proposal aims to create a major tourist attraction similar to the renowned London Eye, despite multiple unsuccessful attempts by various agencies over the past 15 years to establish a similar structure in Mumbai.

According to the BMC Budget 2025, the Mumbai Eye would be built under a Public-Private Partnership (PPP) model at a yet-to-be-determined location. Modelled after the London Eye — which is also known as the Millennium Wheel, a 135-metre (443-foot) ferris wheel located on the banks of the River Thames — Mumbai Eye would feature air-conditioned, sealed passenger capsules, each capable of holding 25 people. Union Budget 2025-26: Mumbai local train services to increase by 10%

Union Railway Minister Ashwini Vaishnaw announced that the number of local train services in Mumbai will increase by 10 per cent in the near future.

He made the announcement while highlighting major projects announced in the Union Budget that will benefit the state, especially the Mumbai suburban railway network.

Currently, there are 3,200 local train services in Mumbai and the number is expected to increase to 3,500. Mumbai locals are set to become more comfortable and convenient for passengers as railway authorities are working on manufacturing trains with new designs to provide a smoother ride with less vibration and more air circulation.

The Brihanmumbai Municipal Corporation (BMC) Tuesday announced a budget of Rs 74,427 crore for the financial year 2025-26 — exceeding last fiscal’s revised estimate of Rs 65,180 crore by 14.19 per cent.

This year’s budget was presented by Bhushan Gagrani, BMC Commissioner and state-appointed administrator, who took charge in March 2024. This was also the third consecutive year when the civic body’s budget was presented by the administrator, after the general body of elected representatives was dissolved in March 2022.

Of the total budget size, Rs 43,162 crore have been earmarked for capital expenditure, and Rs 31,204 crore have been set aside as revenue expenditure. For FY 2025-26, a lion’s share of funding has been allocated to enhance some of the key infrastructure projects meant to strengthen the city’s outlook.

Bombay HC grants bail to Shiv Sena leader Suraj Chavan in Khichdi distribution scam

The Bombay High Court has granted bail to Suraj Chavan, a Shiv Sena (UBT) leader, who was arrested in connection with an alleged money laundering scam involving the distribution of ‘khichdi’ packets to migrant workers in Mumbai during the COVID-19 pandemic. Justice Milind Jadhav, while allowing the bail, noted that Chavan had been in custody for over a year and the trial was unlikely to conclude soon. The court emphasized that further detention would violate Chavan’s right to a speedy trial under Article 21 of the Constitution. Chavan, a core member of the Yuva Sena, the youth wing of the Uddhav Thackeray-led Shiv Sena, was arrested by the Enforcement Directorate in January 2024. (With PTI inputs)

BMC to set up Transferable Development Rights (TDR) trading system. State had earlier directed to establish a streamlined, transparent and efficient electronic platform, termed as “e-TDR System”, to ensure effective implementation of Development Plan and to provide clear information to landowners regarding the purchase of TDR.

The instruction was made following Dharavi redevelopment project which will generate TDR and BMC is expected to monitor the selling of TDR.

The proposed TDR Exchange will facilitate buying and selling of TDRs and manage financial transactions via a Nodal Bank. This initiative aims to boost transaction volume, thereby increasing TDR demand and improving the implementation of Development Plan.

The system will operate using commercial cloud platforms in compliance with industry standards approved by the Ministry of Electronics and Information Technology (MEITY), under the Software as a Service (SaaS) model. The implementation is expected to enhance transparency as well as municipal revenue.

Since 2012-13, BMC has financially assisted BEST Undertaking by giving a total amount of Rs 11,304.59 crore till January 2025.A total provision of Rs 1000 crore is proposed in B.E. 2025-26 as a grant to BEST Undertaking considering the financial position of BEST Undertaking.

This amount will be given for infrastructural development and purchase of capital equipment, repayment of loans, new buses on wet lease basis, pay revisions, day-to-day expenses, ITMS project, payment of Diwali bonus to employees, gratuity and other dues of pensioners, electricity dues, etc. and as per the directives of State Government, 5% share of BMC i.e. Rs 128.65 crore for the project of BEST Undertaking to procure and deploy 2,000 electric buses for Mumbai City.

Similarly, an amount of Rs 992 crore has been sanctioned by the 15th Finance Commission for the purchase of electric buses. Out of which, Rs 493.38 crore has been already received and disbursed to BEST Undertaking, and remaining amount of Rs 498.62 crore will be made available to BEST Undertaking after receipt of the said amount from the 15th Finance Commission.
