Opposition members walked out of the Maharashtra Legislative Council on Wednesday after the ruling side passed a resolution by voice vote, expressing confidence in Deputy Chairperson Neelam Gorhe. The Opposition in the legislative council last week had brought a no-confidence motion against Gorhe.
While the council chairperson had, on Tuesday, rejected the no-confidence motion brought by the Opposition, observing that it didn’t meet the required legal and procedural framework, on Wednesday BJP MLC Pravin Darekar moved a motion expressing confidence of the Upper House members in Gorhe. Chairperson Ram Shinde accepted the motion, and it was cleared through voice vote.
The move led the Opposition to express their displeasure and objected on moving the motion and passing it through the confidence motion. They questioned as to under which rule was the confidence motion brought in support of the Deputy Speaker. “If there are rules for a no-confidence motion, what about the confidence motion?” the Opposition asked.
Sena (UBT) MLC Anil Parab objected to the motion saying his right to speak over the issue was denied by Shinde.
After some exchange of words, chairperson Shinde adjourned the house for 15 minutes. The opposition accused chairperson Ram Shinde and pro-tem chairperson Chitra Wagh of not considering their demand for discussion on the motion and not following the rules.
“The pro-tem chairperson did not give a ruling at all. We had given a letter to the chairperson. We had given instructions about the motion. How can you bring the confidence motion through a point of information? You are doing it only because you have a majority. But let us speak,” said Shiv Sena UBT MLC and leader of Opposition in council Ambadas Danve.
“The opposition protested by raising slogans in the house for almost one hour for not allowing a discussion. But you have not even took cognizance of it once. Did you sit on the chair as a party office-bearer?” Danve asked.
Congress MLCs termed it as a black day for the council. Later, as the Opposition was not allowed to speak, Danve said the Opposition was boycotting the proceedings and will not attend the proceedings of the house if Gorhe is sitting on the chair.
Sena UBT MLA Aaditya Thackeray also criticised the ruling side for passing the resolution, stating that both the houses are being run arbitrarily.
“If we ask questions, there are no ministers, so what is the benefit of speaking and raising issues? Even if an attempt is made to bring a no-confidence motion in the Upper House, the ruling side is not allowing it and passing the confidence motion by using force. The government is trying to make Maharashtra a Manipur,” Aaditya said.
