Following the Centres guidelines,the state government will now be releasing funds to the districts under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) on the basis of performance in updating data of the scheme on Management Information System (MIS).
The districts have been asked to complete the MIS data feed till the month of May for the current financial year (2010-2011) by June 21 after which they should be completing the data feed on a monthly basis. Earlier,the state government had issued June 7 deadline. For the last financial year (2009-10),the districts have been asked to complete it by July. The Centre has already made it mandatory to update the MIS data on a monthly basis. Yet around 12 districts are far behind the target and have not even completed 50 per cent of the current years data, said Sanjeev Kumar,Commissioner (Rural Development and MNREGS).
With the MIS data feed being linked with the release of funds,Kumar said,a slow progress would mean delay in getting funds,which would delay the ongoing work. The districts have been asked to take support from district National Informatics Centre (NIC) units for regularising the process and also,try both online and offline methods of updating data. In case there is a problem like slow Internet connection or irregular power supply,which are major hindrances for online feeding of the data,then the data can be scanned and sent to Centre offline, said a technical officer of the NIC.
Districts like Lucknow,Rae Bareli,Allahabad,Badayun and Bijnore have been following the offline method,which is why they are among the top rankers in achieving their targets of nearly 70 per cent,the NIC officer added. The NIC,meanwhile,began a training programme of MIS software in Lucknow on Tuesday where chief development officers of all the districts are taking part. This will be a common software all over India for ensuring a common MIS data between the states and the Centre, said an NIC representative.
* The MIS data management is one of the key components of creating transparency under the MNREGS.
According to the guidelines issued by Rural Development Ministry,the MIS is updated on three components
* Details of number of job card holders
* Details of number of mandays created in a district according to scanned copies of a job card
* Details like number of days worked
