Fresh FIR against Chhangur Baba and 13 others for rape, wrongful confinement
Police say Kushinagar woman was exploited and assaulted for 8 years by Chhangur Baba and people associated with him

Around a month after the Anti Terrorism Squad (ATS) of UP Police arrested 65-year-old Jamaluddin alias Chhangur Baba for running an anti-conversion racket, Kushinagar police on Sunday lodged a fresh case against him and 13 others on charges of rape, wrongful confinement, and violation of the anti-conversion law.
Chhangur Baba, a resident of Balarampur, is currently in jail.
Police said the fresh case was lodged after a woman, who belongs to the Hindu community, alleged that she was sexually assaulted by Chhangur Baba and forcefully converted to Islam before she was married off to a Muslim man.
“The medical examination of the victim and her statement before a magistrate are yet to be conducted, and no arrests have been made so far in the case,” the local station officer said, adding that the alleged offences occurred over eight years, from 2017 to 2025.
According to police, the woman alleged that she first came in contact with one Rafi Khan in 2017, who sexually exploited her. Rafi then introduced her to one Naushad Khan, also known as Nata Nawab, who “lured her with promises of marriage”. “The woman alleged that Naushad and his associates took her to Balrampur, where she was forced to embrace Islam by Neetu and Jamaluddin (Chhangur Baba), and her marriage to Naushad was solemnised,” said the officer.
Police said the woman said that she moved to Mumbai with Naushad, where she was “repeatedly raped and subjected to sexual acts against her will”.
“Naushad then brought her back to Kushinagar and left her at the house of another accused, who arranged work for her. She alleged that this man also sexually assaulted her. The woman accused more men of sexual violence before she managed to escape and move to another location,” the officer added.
According to police, she earlier went to a local police station to seek help, but the officer was reportedly close to the accused and handed her complaint to them. “She was assaulted and left for dead. After regaining consciousness and fearing further victimisation and lack of police support, she did not immediately return to the police station. She has now lodged the complaint,” the officer said.
