Officials of the higher education department added that in the earlier act of the West Bengal College Service Commission, colleges were divided into eight zones under each university except JU and BESU,and a teacher could apply to any college under one zone. The new bill does away with the zone-wise division and a lecturer can choose his or her college based on merit.

Basu said qualified part-time teachers who have qualified NET and SLET examination will be given extra marks.
