Congress leaders in the morning asked for permission to raise the issue of the abolition of new districts and divisions. Although Speaker Vasudev Devnani initially permitted them to raise the issue during zero hour, he later withdrew the permission. Upset over this, the Congress MLAs created an uproar.

The Speaker adjourned the proceedings for 15 minutes. When the session resumed, Minister of Parliamentary Affairs and Justice Jogaram Patel said that the issue was sub-judice in the High Court, hence it cannot be discussed.

Reacting to this, opposition leader Tikaram Jully said a PIL has been filed for two districts and a discussion on the remaining districts could be done.

Finally, the Speaker assured that on February 7, this issue would be discussed, but Congress leaders demanded it be discussed on Wednesday itself.

The deadlock came to an end when the Speaker ruled that the two MLAs — Neemkathana MLA Suresh Modi and Gangapur MLA Ramkesh Meena — who had made the adjournment motion would be allowed to speak for two minutes each on Thursday. He added that the government would give a brief statement on the matter.
