The Rajasthan Assembly on Friday passed a Bill to further “deter” the paper leak “mafia” by amending punishment up to life imprisonment for those involved in leaking question papers.
The Rajasthan Public Examination (Measures for Prevention of Unfair Means in Recruitment) (Amendment) Bill, 2023, passed by a voice vote, increases punishment for the crime from the earlier 5 – 10 years in jail to 10 years up to life imprisonment now. Under “adequate and special” conditions, the court may impose a sentence of less than 10 years, the Bill states.
Parliamentary Affairs Minister Shanti Dhariwal said that the Bill was necessary considering the prevailing circumstances. He said that while paper leaks are happening in various states, Rajasthan has stricter provisions to prevent such incidents.
In the Statement of Objects and Reasons of the Bill, the government states that “It is evident from recent incidents that offences relating to use of unfair means are perpetrated by organised mafias and the existing provisions of punishment .. do not have a deterrent effect on them. Since a fair and reasonable recruitment process is adversely affected by such crimes, more stringent punishment for them is the need of the hour.”
