Telangana HC directs HYDRAA, Jubilee Hills society to respond in land dispute case

The petitioner, who was in alleged possession of a 2,000 sq yard government land worth over Rs 100 crore in Hyderabad’s Jubilee Hills, was evicted by HYDRAA last month.

The Telangana High Court Friday directed the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) and the Jubilee Hills Cooperative House Building Society (JHCHBS) to file detailed counters in response to a petition filed by a businessman.

The petitioner, P Satya Narayana, who was in alleged possession of a 2,000 sq yard government land worth over Rs 100 crore in Jubilee Hills, was evicted by HYDRAA last month. While the petition challenged the eviction, HYDRAA has claimed that the petitioner had encroached upon government land, erected a shed, and operated a nursery in the place for the past several years.

After hearing both sides, Justice B Vijaysen Reddy posted the matter for further hearing later this month.

The petitioner’s counsel claimed that the land in contention was private property, so HYDRAA or other government agencies can neither interfere with it nor dispossess him of the same. On the other hand, HYDRAA’s counsel argued that the disputed land was part of a layout approved by the Greater Hyderabad Municipal Corporation (GHMC) in 1991 and demarcated as open land and hence belonged to the government.

The petitioner had earlier approached the Telangana High Court and the Supreme Court, challenging the eviction notices issued to him by HYDRAA in August 2025, but did not get any relief. The high court then dismissed his petition while granting him the right to challenge the final eviction order before an appropriate forum.

Subsequently, he filed a civil appeal before the Supreme Court challenging the notice and the high court order. But the Supreme Court dismissed the petition at the admission stage. Now he has approached the high court again, challenging the final eviction order.
