Hyderabad Corporation introduces citizens’ charter, assures time-bound redressal of complaints on civic issues

The Greater Hyderabad Municipal Corporation (GHMC) has finalised a citizens’ charter for all its new ward offices to offer as many as 17 citizen services in a time-bound manner. As many as 150 ward-level offices will be launched on June 16 by Municipal Administration and Urban Development Minister KT Rama Rao.

For instance, as per the charter, filling of a pothole, removal of roadside silt, removal of the carcass on roads, repair of street light, anti-larval operations, and catch pit cover replacement etc will be done within 24 hours of raising a complaint with the respective ward office. These ward offices will be operational from June 16 and citizens’ complaints, whether in-person or through social media, will be directed to the Assistant Engineers, Assistant Executive Engineers, Assistant Medical Officer of Health, and Veterinary Field Assistants, etc. If the grievances raised by citizens are not addressed promptly, they can be raised with higher officials.

According to the charter, requests for collection of municipal solid waste will be addressed the same day, while removal of water stagnation, removal of blockages to storm water drains, clearing of construction and demolition waste etc will be addressed in 48 hours. Earlier on June 10, the Minister spoke to ward-level officers and explained to them the main functions of ward offices and the job responsibilities of each of the staff members. Stressing that no other metro city in the country has implemented the Ward Office system and that the new initiative will take administration closer to the people, the Minister said that each of the ward offices will have 10 staff members from various departments and will be led by the Ward Administrative Officer (WAO), who will coordinate with all government departments, escalate issues to additional or deputy commissioners or others.

Besides WAO, each ward office will have an Engineer, Town planner, Entomologist, Sanitary Jawan, Community Organiser, Urban Biodiversity Supervisor, Assistant, Line Inspector, Computer Operator and Receptionist. An Assistant Municipal Commissioner rank officer will be the WAO and people could lodge their civic grievances at these offices. “One of the objectives of the offices is to ensure proper maintenance of all civic infrastructure provided under all ongoing schemes, and development projects in the ward,” KTR said, adding that the citizens’ charter will be displayed at the offices. Assuring full support from the government, KTR asked the Zonal Commissioners to closely monitor the system during the initial two to three months.

At another meeting with GHMC Corporators from the BRS party on June 16, KTR asked the public representatives to take the initiative seriously to foster closer interactions with the people by providing more services. He asked the corporators to invite presidents of Resident Welfare Associations, and prominent people in their ward limits for the inauguration of the offices. He wanted the Corporators to strengthen the party while taking government programmes to the people
