Union Home Secretary reviews execution of Centre’s flagship schemes in Delhi

With the newly-elected BJP government likely to be sworn in next week, Union Home Secretary Govind Mohan on Thursday held a meeting with Delhi Chief Secretary Dharmendra and senior government officials to review the progress and implementation of the Centre’s flagship schemes in the Capital, sources told The Indian Express.

“The Union Home Ministry holds meetings from time to time to review the progress of flagship schemes of the Union government… Many such schemes funded by the Centre are yet to be implemented in Delhi… For instance, the outgoing AAP government did not implement Ayushman Bharat Yojana,” a senior government official said.

One Nation One Ration Card, Smart Cities Mission, PM SVANidhi, Pradhan Mantri Awas Yojana, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), and Pradhan Mantri Matru Vandana Yojana are some of the 35-odd flagship schemes of the Union government.

“Some of the schemes have already been implemented in Delhi… There are some that are yet to be implemented or are in the implementation stage… or the progress is slow… For instance, a memorandum of understanding has been signed for PM SHRI Schools’ implementation in Delhi… In the meeting, it was discussed how to speed up the project, and implement it effectively,” the official said.

Another senior official said, “We have been directed by the Union government to expedite work for timely achievement of goals and effective implementation of the Centre’s flagship schemes in Delhi.”

Meanwhile, keeping in mind the upcoming Budget to be presented by the Delhi government, the administration is set to start preparatory work for the same from next week, officials said. Sources said senior officials, including heads of departments, have been given copies of the BJP manifesto to help them identify projects that can be taken up in the Budget.

Earlier this week, the Chief Secretary had directed the Health department to prepare a Cabinet note on the implementation of the Ayushman Bharat Yojana in the Capital. The health insurance scheme has been implemented in all states except West Bengal and Delhi.

Sources said the health department has also been asked to prepare draft notes for the implementation of four other components of Ayushman Bharat — Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, Ayushman Bharat Digital Mission, Health Information Management System, and Ayushman Arogya Mandir.

“All those schemes/programmes of the Central government, which have not yet been implemented in Delhi, may be taken up for implementation. The departments may take urgent action on these schemes/programmes for taking requisite approval of the competent authority,” read the minutes of the meeting Dharmendra had held with all department heads on Monday.

The Chief Secretary had also instructed all departments to prepare a 100-day action plan to implement ‘Viksit Delhi’.
