The Delhi Commission for Protection of Child Rights (DCPCR) has received at least 40 cases of corporal punishment from schools across the Capital since the implementation of the Right to Education (RTE) Act.
We have received more than 40 cases of corporal punishment from Delhi schools since April last year,when the RTE Act was implemented. It is alarming, said a DCPCR official. Notices have been issued by the body to all schools involved in such cases.
Sections 16 and 17 of the RTE Act bans corporal punishment,stating that no child should be subjected to mental or physical harassment or expulsion.
The cases we have received are evenly distributed throughout the city, the official added.
We receive most complaints directly from parents. At times NGOs bring such cases to our notice. We also receive complaints forwarded by the National Commission for Protection of Child Rights. The reported cases are mostly about schools harassing the child for fees,or students from EWS,etc.
The DCPCR has also received many complaints under the category of harassment.
We mostly receive harassment cases from East Delhi, said the official.
In October last year,the Directorate of Education (DoE) had ordered all schools to follow provisions of RTE Act and refrain from corporal punishment,including expulsion of students.
