Delinking sewer lines and storm water drains, covering key bridges among plans to rejuvenate Yamuna

Delinking of sewerage lines and storm water drains, repair of faulty inter-connections, covering key bridges to prevent dumping of waste into the Yamuna, and de-silting of sewer lines are some of the new action plans to be implemented to clean and rejuvenate the river, said officials.

The plans were discussed during the recent meeting of the High Level Committee (HLC), fifth in this regard, headed by Lieutenant Governor (L-G) Vinai Kumar Saxena.

According to information shared by the L-G house, the objective of this action plan is to rectify faulty inter-connections between the sewerage system and storm water drainage. The plan is to utilise the storm water drainage to its full capacity, said officials.

There are a total of 210 national storm water drains across the city; the Irrigation and Flood Control Department (I&FCD) has been asked to submit an agency-wise list of storm water drains which have got connected to sewer lines.

Officials said that HLC was also informed that Delhi Jal Board (DJB) has prepared a list of 539 points of faulty inter-connections with storm water drains in the first phase. Of these, 309 are still connected to DJB’s sewerage system.

Of the total 309 drains, Municipal Corporation of Delhi (MCD) accounts for 286 and PWD for 19 while the Delhi State Industrial and Infrastructure Development Corporation Limited (DSIIDC) accounts for three, said officials.

Faulty interconnection of sewage drain and storm water drain is considered to be one of the major reasons behind the waterlogging problems that the national capital faces every year during monsoon.

The committee has instructed Drain Owning Agencies (DOAs) to submit timelines for disconnection of faulty inter-connections during the next meeting of the HLC.

Besides, to keep the Yamuna clean, the committee has also decided to cover around 10 bridges over the river in order to prevent dumping of garbage from the structures into the water body. Most of these bridges such as Wazirabad Barrage Road Bridge, Kashmere Gate ISBT, Geeta Colony and ITO are managed by PWD while the Northern Railways maintains Old Iron Railway Bridge and the railway bridge downstream of ITO.

Further, under this plan, all sewer lines with diameter below 1000 mm up to 442.64km will be des-silted by end of this year. Besides, around 200 kms of trunk-peripheral sewer lines, which are above 1m diameter, will also be de-silted.

“The HLC has been reviewing the progress of works and the Action Taken Report (ATR) with regard to directions issued under eight heads aimed at specific targets. These include 100% treatment of sewage, trapping of all drains, construction of sewerage networks in unauthorised colonies & JJ clusters, industrial effluent management through CETPs, septage management, restoration and rejuvenation of Yamuna floodplains, utilisation of treated waste water, and environmental management plan of Najafgarh Jheel,” said an official.
