‘Cut cavity, fixed extra sole’: FIR on Parliament security breach details how intruders modified shoes to hold canisters

The Delhi Police FIR on the Parliament security breach on December 13 mentions details on the shoes of the intruders, the canisters in their possession, and details of the pamphlets found.

A “cavity” cut out in the soles and a “thick rubber layer” to support it — The Delhi Police has in its First Information Report (FIR) into the Parliament security breach detailed how intruders Sagar Sharma (25) and Manoranjan D (35) modified their shoes to fit the canisters into it.

The FIR also mentions the colour and make of the shoes and socks they wore, the canisters they had in their possession, and details of the pamphlets found with “a picture of fist in tricolor and a slogan in Hindi” and “a slogan in English on Manipur issue”.

On December 13, Sharma from Lucknow and Manoranjan from Mysuru jumped into the Lok Sabha chamber from the visitors’ gallery, raised slogans and opened canisters that emitted yellow smoke, triggering panic among those present and raising questions of “what if”.

The police registered an FIR at Parliament Street police station on the basis of a complaint filed by Delhi Police personnel. “I along with other police personnel reached the office of Director Security new Parliament House Building where Omkar Singh, Deputy Director of Lok Sabha, was present. He handed over a complaint along with two persons, Sharma and Manoranjan. He also gave their shoes and their Aadhaar cards. They also handed over two used canisters of creative colors smoke yellow, one Lok Sabha Public gallery Pass number. The used creative color smoke were stated to be burst by Sharma and Manoranjan inside the Lok Sabha,” the FIR states.

In the FIR, the police further states, “The pair of sport shoe of Sharma of grey colour where in, a cavity was found created by cutting the inside sole of left foot shoe. The thickness of the sole of shoes is also found increased by affixing additional rubber sole at the bottom to support the cavity. The pair of sport shoe of Manoranjan dark greyish colour where in, a cavity is found created by cutting the inside sole of left foot shoes. The inside sole of the right foot shoe was also found partly cut. The thickness of the sole of shoes was also found increased by affixing additional rubber sole at the bottom to support the cavity.”

According to the FIR, the two used wet canisters of creative colour smoke type color which were burst by them were also seized. “…Two partly torn and damaged pamphlets with a printed slogan “Jai Hind” in English and a picture of fist in tricolor and a slogan in Hindi, whereas in the second pamphlet with a slogan in English on Manipur issue, were also kept in two separate plastics covers and seized,” the FIR further states.

“…Further information regarding bursting of crackers and detention of two more suspects; Amol Shinde and Neelam who were found involved in the similar activities outside the gate no 2/3, Parliament House was received at Parliament Street police station. During the preliminary enquiry, both these persons found to be associates of Sharma and Manoranjan. Four used canisters of creative colour smoke and one unused canister of creative colour smoke were recovered from the spot. All these canisters are bearing warnings always wears goggles and gloves, never used indoor or enclosed spaces. Another instruction was found as for used in supervise arenas only, made in China,” the FIR states.

In the FIR, the police said that from the contents of the complaint, evidence collected, a preliminary enquiry conducted at the spot, a perusal of DD entries, the inspection of the spot and other material available, prima facie offences under Indian Penal Code sections 153 (want only giving provocation with an intent to cause riot), 120-B (criminal conspiracy), 452 (trespass), 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servants from discharge of his duty) and under sections 16 and 18 of Unlawful Activities (Prevention) Act is made out. “As per the instructions of senior officers, further investigation of the case is to be carried out by Special Cell,” the FIR states.
