No need to expand e-way from 6 to 8 lanes due to airport: Jaypee to authority

According to JIL, hourly traffic on the expressway is well below the prescribed PCU (passenger car unit) and six lanes are sufficient at present, even considering traffic generated by the airport. However, the Yamuna Authority has not accepted this and reiterated its demand for expansion.

With Phase 1 of the Jewar airport set to be operational by October 2024, expanding the Yamuna Expressway from six to eight lanes to cater to an increase in traffic has been at the centre of a back-and-forth between Jaypee Infratech Limited (JIL) and Yamuna Expressway Industrial Authority (YEIDA).

According to JIL, hourly traffic on the expressway is well below the prescribed PCU (passenger car unit) and six lanes are sufficient at present, even considering traffic generated by the airport. However, the Yamuna Authority has not accepted this and reiterated its demand for expansion.

The 165-km Yamuna expressway, which connects Greater Noida with Agra, has been operational since 2012 as per its detailed project report.

JIL, in a letter dated February 23 through its Interim Resolution Professional Anuj Jain, wrote: “It has been observed that maximum peak hour traffic of Yamuna Expressway was on November 26, 2019, November 13, 2020, November 7, 2021, and October 22, 2022, where the whole day traffic (PCU) was 56,875, 55,483, 63,765 and 66,141 and hourly maximum traffic (PCU) was 3,168, 3,466, 4,502 and 3,584.”

The firm argued that it has received a traffic assessment report, which shows that even after the airport comes up, total peak hour passenger movement will be approximately 3,008. So even after adding increased traffic with current data, it shows traffic movement will not be affected, said JIL.

However, YEIDA CEO Dr Arun Vir Singh said eight lanes are required to handle traffic after the operation of the Noida International Airport: “I have written a letter again to them on March 3 reiterating our demands. Expansion of the expressway is required as per the DPR of the Jewar Airport.”

On January 30, Singh wrote to the IRP appointed for Jaypee and directed them to prepare a work plan to widen the expressway.

“Construction of Noida International airport is in full swing and is likely to start before the scheduled date (1.10.2024) due to which traffic on the road will increase… So it is required to add two more lanes to the expressway,” states the letter.

He said the concession agreement signed with JIL already has a provision that if the number of vehicles increases in future, the expressway will be expanded to eight lanes: “Currently, number of vehicles up to Jewar toll has increased to 32,000 and more will be added to this after operation of the airport.” JIL is going through Corporate Insolvency Resolution Process.
