10 months after HC order 101 schools still can’t be granted fire NOC, says MCD

The MCD informed the HC that of the 1,184 civic schools, 101 cannot be given fire NOCs owing to narrow approach roads where fire vehicles cannot pass.

Ten months after the Delhi High Court directed the Municipal Corporation of Delhi (MCD) to ensure fire safety rules are followed in 101 schools that were not granted fire no objection certificates (NOC), as the approach roads towards the institutions were narrow, the situation remains unchanged, a status report submitted before the HC by the civic body on Monday showed.

Last March, in a status report, the MCD had submitted that 101 schools cannot be given fire NOC owing to narrow approach roads. In an order on March 6, 2024, the HC had directed the MCD “to explore the option of either widening the approach road or providing elaborate fire safety measures within the schools itself”.

In the status report submitted on Monday, however, MCD has not explained if any action has been taken pertaining to the narrow approach roads as per the court’s direction in March.

Of the 101 schools that cannot be issued fire NOC, a major chunk is in the City-SP zone of MCD. At present, as per the status report, only 743 schools – about 63% of the schools – have fire NOCs.

The division bench comprising Acting Chief Justice Vibhu Bakhru and Justice Tushar Rao Gedela will hear the matter next on March 19.
