(File) Triggering a new tussle with the AAP Delhi government, Lieutenant Governor Vinai Kumar Saxena has directed to immediately terminate services of around 400 private persons appointed by the city government as advisors, consultants, fellows, advisors in different departments, autonomous bodies and PSUs.
According to a statement shared by the L-G House, Saxena’s directions came following a proposal made by the Services Department.
The L-G House alleged that these “private staff” were engaged by the AAP government by “flouting constitutional provisions of reservation by depriving people belonging to the Scheduled Castes, Scheduled Tribes and OBCs from their constitutional rights; or through back door entry without meeting the qualification/experience”.
“It was observed that provisions of reservation for SC/ST/OBC shall be followed in all temporary appointments lasting for 45 days or more and such temporary appointments have been done by Delhi government for more than 45 days in all such cases. This is an open denial of the rights of Scheduled Castes, Scheduled Tribes and OBC in Delhi,” read the statement.
L-G House officials also said several private staff engaged by the AAP government “did not even fulfill the eligibility criteria (educational qualification / work experience) as laid down in the advertisements issued for such posts”. “The veracity of work experience certificates submitted by these private persons were not verified, which were found to be fudged and manipulated in many cases,” said officials.
“To protect rights of these integral sections of the society of India, the L-G decided to immediately cancel all such back-door recruitments undertaken in violation of constitutional provisions of reservation,” said the L-G House.
Senior officials in Delhi government, meanwhile, said several senior staff working closely on various projects with the ministers, secretaries and other senior officials in 23 departments will lose their jobs.
The L-G has further directed that all departments/autonomous bodies/ PSUs concerned should comply with the constitutional provisions of reservation failing which action, including departmental proceedings, may be initiated against the defaulting officers concerned for violation of such constitutional provisions.
