Are you trying to say,based on some media reports,that because Lokpal will be independent of the government,it will be like a parallel government? The CAG (Comptroller and Auditor General) is independent of the government,but is it a parallel government? The Supreme Court is independent of government,and so are the Election Commission,the NHRC and CVC. So,just like you have an independent judiciary,independent CVC,you will have an independent Lokpal. We have the Executive,Legislature and Judiciary. Executive is all-powerful. In order to create adequate checks and balances in the system,you create a set of agencies that will keep a check on them. They are not parallel governments.
