Gurgaon man beaten as he objects to ‘stray being thrashed’, police assures action

In the second such incident in a week in Gurgaon, a video that shows a man getting beaten by residents at a housing society in the city amid an argument over a stray dog has prompted an assurance of a legal action from the police.

On Tuesday night, Atul Agarwal (44), a resident of Jalvayu Towers in Sector 56, had stepped out after meeting a friend when he allegedly saw a resident beating a stray dog. Agarwal claimed that the man attacked and abused him after he requested him to not hit the animal.

In a video where he described the incident, a woman standing next to Agarwal said he was part of the dog lovers community. She is also heard saying that the stray dog, which was attacked, was vaccinated and sterilised. In another clip, Agarwal can be seen recording some angry people coming after him.

Agarwal and other members of a dog lovers’ community in the area said they visited a police station in the area to file a complaint.

Speaking with The Indian Express on Wednesday, Station House Officer Vinod said, “The alleged offence comes under Section 115 BNS (voluntarily causing hurt), which is a non-cognisable offence, so we will proceed as per law that requires us to submit a report in a magistrate’s court before further action. Alongside, we will also as a preventive measure as per law send a notice asking the concerned party (against whom allegations made) to desist from such actions, for at least a year.”

Agarwal’s wife Ruchi claimed that her husband was beaten with a stick and could have a haemorrhage.

This is the second such incident in the city within a few days. Earlier this week, a man was allegedly attacked in Sector 28 for feeding a stray dog. A viral video shows a man hitting him and saying, “How dare you come here? Who told you to? Fool, even after the Supreme Court order, you’re here…..” He allegedly threatened him with physical harm.

After protests from animal lovers’ groups, police assured action in the matter.

The recent incidents come amid the Municipal Corporation of Gurugram (MCG) planning to scale up vaccination and sterilisation of stray dogs in the wake of the Supreme Court’s latest order last week. Modifying its August 11 order, which directed that all stray dogs in Delhi-NCR need to be locked up, the top court last week said stray dogs in Delhi-NCR would be released in the area where they were collected from, after sterilisation, deworming, and vaccination.

The civic body, through its tie-up with two NGOs, supervises work at two animal birth control (ABC) centres — at Baliawas and Kherki Majra — where over 20,000 dogs have been vaccinated and sterilised this year.

The MCG is looking to push the number of vaccinations and sterilisations from 300 to 1,200 a month, once the number of centres is taken to four – one for each zone – in the coming months.
