Farmhouses in Delhi which were constructed before February 7,2007,and have built-up area beyond permissible limit can now apply to municipal corporations for regularisation.
A notice issued by the Urban Development Ministry on September 20 has defined farmhouses located in South Delhi,Central Delhi and Dwarka as category-I farmhouses and specified the charges to be payable by their owners for regularisation if the built-up area exceeds the permissible limit.
The policy will cover nearly 2,400 farmhouses in areas like Mehrauli,Neb Sarai,Chhatarpur and Rangpuri.
The charges payable in respect of sanctioned farmhouses in category-I will consist of two components user conversion charge at Rs 630 per square metre and penalty for excess construction,which will be charged as a percentage of the cost of construction and would progressively increase with the extent of excess construction, a Delhi Development Authority (DDA) official said.
The penalty payable for sanctioned farmhouses of one hectare (1,000 sq.m.) would be Rs 63 lakh if the FAR utilised is 5 (with no excess use of FAR) while those with FAR up to 30 (excess by 25) will have to pay Rs 5.13 crore.
An additional charge of 10 per cent will be levied on all farmhouses that have come up without sanction.
A rebate of 25 per cent will be allowed for farmhouses located outside category-I areas like South Delhi,Central Delhi and Dwarka, the DDA official said.
For regularisation of farmhouses,several documents will have to be submitted to the civic authorities,which includes proof stating the name of the former or current plot owner to establish criteria for the date of construction to be before February 7,2007.
Besides,building plan of the existing structure approved by the MCD will have to be submitted and,in case of farmhouses built without sanction,land ownership documents authenticated by the Revenue department along with proof of depositing regularisation charges will have to be submitted.
In case of application for approval of plans for low-density residential plots,documents such as location plan,land ownership documents duly signed by the owner and verified by the Revenue department by an officer not below the rank of sub-divisional magistrate will have to be submitted.
Besides regularising existing farmhouses,the policy will also allow farmhouses to come up in urban extension areas. The DDA has come up with a list of 26 villages for development of new farmhouses.
