Water Minister Kapil Mishra wrote to Lieutenant Governor Najeeb Jung Saturday, asking him if an earlier letter he had sent — recommending the registration of an FIR against Jung and Anti-Corruption Branch (ACB) chief M K Meena — had been forwarded to the ACB. Mishra had accused the Lt Governor and Meena of trying to shield former Chief Minister Sheila Dikshit from corruption charges and demanded an FIR against both of them.
The minister also claimed that Dikshit was trying to “dictate” the terms of the investigation against her over two alleged scams related to water supply.

Mishra reminded the Lt Governor that he had been “prompt” in forwarding BJP MLA Vijender Gupta’s letter to the ACB over an alleged water tanker scam, on the basis of which the anti-corruption body had summoned Mishra for questioning. He asked Jung whether his earlier letter had been referred to ACB with the “same promptness”.
“I would request you to kindly inform me whether my letter dated July 5, recommending registration of an FIR against M K Meena, special commissioner, Anti-Corruption Branch and the LG, has been referred to the Anti-Corruption Branch with the same promptness with which a letter of Vijender Gupta was referred to it,” wrote the minister.
He claimed that if the ACB were under the Delhi government’s jurisdiction, Dikshit would have been arrested by now. Mishra alleged that “the BJP would not allow any FIR to be filed against her despite having information on five cases of corruption.”

“I am sure they will file a case against the DJB’s (Delhi Jal Board’s) fact-finding committee as well, since they have orders to follow, to save their jobs. It is another sad day in Indian democracy where the Modi government is not only saving the Congress and its corrupt leaders, but at the same time strangling the voices of honesty which stand against corruption,” he added.
“BJP has given a free hand to Dikshit to dictate the terms of the investigation despite her being named in four other cases of corruption. The Lt Governor will abide by the orders given by Dikshit. She is… directing the investigators,” claimed Mishra.
Mishra’s letter comes a day after Dikshit wrote to Jung over the two alleged scams. Dikshit, who had earlier termed the cases as “politically motivated”, said she had apprised the LG about the “technicalities involved in the decisions” she had taken during her tenure.
